Commission Minutes ZONING AND PLANNING COMMISSION MINUTES
March 28, 1995
A regular meeting of the Zoning and Planning Commission was held on Tuesday, March 28,
1995, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members John Racek, David Day, Chairperson Dan Johnson, John
Hutchison, William Schumacher, Kate Kinnich, and Bill Gullickson.
Also present were staff members Nancy Anderson and Jim Kerrigan.
CALL TO ORDER
APPROVAL OF MINUTES
Mr. Racek moved and Mr. Day seconded a motion to approve the minutes of the February 28,
1995, meeting. The motion carried unanimously.
Mr. Schumacher arrived at 7:35.
CASE NO. ZN95 -6 TAX INCREMENT DISTRICT
Jim Kerrigan reviewed the action for the commission. The commission's action was to find that
Tax Increment Finance District 1 -2 and modifications of 1 -1 and 2 -1 are in conformance with the
comprehensive plan for the City of Hopkins. The commission asked various questions to Jim
Kerrigan about the tax increment districts.
Don Roesner appeared before the commission. Mr. Roesner made several statements regarding
tax increment financing.
Mr. Day moved and Ms. Kinnich seconded a motion to approve Resolution RZ95 -8, finding the
Tax Increment Finance District 1 -2 and modifications of 1 -1 and 2 -1 are in conformance with the
Comprehensive Plan for the City of Hopkins. The motion was approved on a 6 -1 vote, Mr.
Hutchison voting nay.
CASE NO. CUP95 1 CONDITIONAL USE PERMIT R.L. JOHNSON
Staff is recommending that Case No. CUP95 -1 is tabled. The public hearing was opened at 7:15.
There was no one in the audience to speak on this item. The public hearing was closed at 7:16.
Mr. Day moved and Mr. Gullickson seconded a motion to close the public hearing. The motion

carried unanimously. Mr. Day moved and Mr. Gullickson seconded a motion to table CUP95 -1.
The motion carried unanimously.
CASE NO. ZN95 3 ZONING AMENDMENT STORAGE AREAS
Staff has recommended that this Case No. ZN95 -3 is continued to the April meeting. The staff
noted that they will be meeting will the affected property to discuss the issues with them and the
HBCA will also be reviewing this issue at their April meeting. The public hearing was opened at
7:17. There was no one in the audience to speak on this issue. The public hearing was closed at
7:18. Mr. Hutchison moved and Mr. Gullickson seconded a motion to close the public hearing.
The motion carried unanimously. Mr. Hutchison moved and Mr. Day seconded a motion to
approve continuing Case No. ZN95 -3 to the April meeting. The motion carried unanimously.
CASE NO. CUP95 -2 CONDITIONAL USE PERMIT ALICE SMITH ELEMENTARY
SCHOOL
Staff reviewed the proposed addition with the commission. Staff noted that there were two
additional conditions added to the resolution.
Mr. Hutchison moved and Mr. Racek seconded a motion to waive the public hearing, being there
was no one in the audience, and to approve Resolution RZ95 -7 recommending approval of the
conditional use permit to construct an addition to Alice Smith Elementary School. The motion
carried unanimously.
CASE NO. ZN95 5 ORDINANCE AMENDMENT- -ADULT USES
Staff recommended that Case No. ZN95 -5 is continued to the April meeting. Mr. Hutchison
moved and Mr. Racek seconded a motion to approve continuing ZN95 -5 to the April meeting.
The motion carried unanimously.
CASE NO. ZN95 4 REZONING 17TH TO 20TH AVENUES
Staff reviewed the proposed changes to the rezoning with the commission. Staff noted that the
public hearing will be in April and there will be no action taken at tonight's meeting. Several
residents in the neighborhood contacted the staff and have requested the area is zoned for single
family homes. The R -1 -A zoning district would allow one and two family homes. A zoning that
may be appropriate for this area that would allow only single family homes is the R -1 -B zoning
district. The staff is also recommending keeping the City townhomes as R -2. Mr. Hutchison
moved and Mr. Schumacher seconded a motion to continue ZN95 -4 to the April meeting. The
motion carried unanimously.
