Commission Minutes ZONING AND PLANNING COMMISSION MINUTES April 26, 1994 A regular meeting of the Zoning and Planning Commission was held on Tuesday, April 26, 1994 at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members Reuter, Gullickson, Winship, Racek, Day, Hutchison and Bob Anderson. Also present were staff member Nancy Anderson and City Attorney Miller. Absent was Commission member Johnson. CALL TO ORDER The meeting was called to order at 6:30 by Chairperson Reuter. APPROVAL OF MINUTES Mr. Winship moved and Mr. Hutchison seconded the motion to approve the minutes of the March 29, 1994 meeting. The motion carried unanimously. CASE NO. ZN 94 2 INTERIM ORDINANCE SUBDIVISION Public hearing to consider an interim ordinance for a moratorium on subdivisions within the City. Staff reviewed the proposal to place a moratorium on the Subdivision Ordinance. No changes have been made to the Ordinance since 1977 and the City Attorney has identified several sections in this Ordinance which are unclear or outdated. The purpose of the moratorium is to provide staff time to study the Ordinance. Staff recommends a one year moratorium. During the time the moratorium is in effect, there can be no approvals of subdivisions or waivers of plat. However, a variance can be granted if it is compatible with the intent of the revised Ordinance. The public hearing was opened at 6:42. There was no one in the audience to speak on this matter. The public hearing was closed at 6:43. Mr. Hutchison moved and Mr. Gullickson seconded a motion to approve Resolution RZ94 -2 recommending approval of Ordinance 94 -739. The motion passed unanimously. 4111 Zoning and Planning Commission Minutes April 26, 1994 4111 ITEM: REVIEW CONDITIONAL USE PERMIT FOR DUFF'S AUTO SALES AT 1714 MAINSTREET Staff reviewed the terms of the conditional use permit. Applicant often has more cars than the nine which are allowed on the site. Mr. Hanson stated his business has grown and he now has an average of 18 to 20 cars which he is working on or which are available for resale. Mr. Hanson further stated he has looked for additional space to store vehicles but has not found any. There was some discussion about the business and compliance with the conditional use permit. Mr. Hutchison moved to allow Mr. Hanson six months to find additional space or to come into compliance. Motion was seconded by Mr. Winship. The City Attorney stated there is precedence for this action. The motion was passed unanimously. ITEM: Mr. Hutchison brought to the attention of the Commission members the article in the Minneapolis Star Tribune which ranked suburbs of the Twin Cities. Hopkins was ranked near the bottom of the list. There was little discussion on the article. Consensus was that most people would not agree with the way the cities were ranked or the criteria used to rank them.
