Commission Minutes ZONING AND PLANNING COMMISSION MINUTES
October 25, 1994
A regular meeting of the Zoning and Planning Commission was held on Tuesday, October 25,
1994 at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Gullickson, Racek, Day, Johnson, Hutchison, Schumacher,
Kinnich, and City Council member Bob Anderson.
Also present was staff members Nancy Anderson, Tom Harmening and City Attorney Jerre
Miller.
CALL TO ORDER
APPROVAL OF MINUTES
Mr. Hutchison noted that his name was spelled wrong on the second page of the minutes. With
the correction of his name Mr. Hutchison moved and Mr. Schumacher seconded a motion to
approve the minutes of the September 27, 1994 meeting. The motion carried unanimously.
CASE NO. SUBD94 -2 PRELIMINARY/FINAL PLAT 7 WEBSTER PLACE
Mr. Hutchison moved and Mr. Gullickson seconded a motion to remove SUBD94 -2 from the
table. The motion carried unanimously.
Staff reviewed the proposal with the Commission. The public hearing was opened at 7:33. Mr.
Hayes, the applicant appeared before the Commission. Mr. Hutchison moved and Mr. Day
seconded a motion to close the public hearing at 7:38. The motion carried unanimously.
Mr. Gullickson moved and Mr. Hutchison seconded a motion to approved Resolution RZ94 -14
recommending denial of a preliminary/final plat at 7 Webster Place. The motion carried
unanimously.
Mr. Racek arrived at the meeting.
CASE NO. WVR94-3 WAIVER OF PLAT 1023 MAINSTREET
Staff reviewed the request with the Commission. Mr. Harmening stated that the City is planning
to close on the property November 2nd and the "dome" will probably be removed next summer.
Mr. Harmening also stated that there has been no specific official proposal at this time for the
expansion of Taits.
The public hearing was opened at 6:54. There was no one to speak at the public hearing. Mr.
Hutchison moved and Mr. Racek seconded to close the public hearing at 6:55. The motion
carried unanimously.
Mr. Day moved and Mr. Gullickson seconded a motion to approve Resolution RZ94 -13
recommending approval of a waiver of plat at 1023 Mainstreet. The motion carried unanimously.
CASE NO. CUP94 -4 CONDITIONAL USE PERMIT BLAKE SCHOOL
Staff reviewed the proposed addition with the Commission. Ron Erickson, Pat Stockhaus, and
Tyler Tingley representing Blake School appeared before the Commission. Mr. Tingley stated
that the existing school was built as an all boys school and now it is a co -ed school. The
remodeling and the addition will create larger classrooms and will not increased enrollment. Mr.
Erickson, the applicants architect reviewed the site plans with the Commission. Mr. Erickson
stated that they would like to start the remodeling in the summer of 1995.
The public hearing was opened at 7:15. There was no one in the audience to speak on this
matter. Mr. Hutchison moved and Mr. Racek seconded to close the public hearing at 7:16. The
motion carried unanimously.
Mr. Hutchison moved and Mrs. Kinnich seconded a motion to approve Resolution RZ94 -15
recommending approval of a conditional use permit to construct an addition to Blake School.
The motion carried unanimously.
CASE NO. CUP94 -5 CONDITIONAL USE PERMIT MATT'S AUTO SERVICE
Staff reviewed the proposed auto storage lot with the Commission. Staff noted that their would
not be a building on the site. If the applicant wanted to put a building on the site, the conditional
use permit would have to be amended. Gene Ross and Jim Ferris representing Matt's Auto
appeared before the Commission. Mr. Ferris stated that the lot would only be used for snow
emergency tows from Hopkins, the other towing from Hopkins will use their other lots.
The public hearing was opened at 7:35. No one was in the audience to speak on this issue. Mr.
Hutchison moved and Mr. Day seconded a motion to close the public hearing at 7:36. The
motion was approved unanimously.
Mr. Day moved and Mr. Racek seconded a motion to approve Resolution RZ94 -16
recommending approval of a conditional use permit for an auto storage lot. The motion carried
unanimously.
CASE NO. CUP94 -6 CONDITIONAL USE PERMIT OAK RIDGE COUNTRY CLUB
Staff reviewed the applicants proposal with the Commission. Rick Christensen representing the
applicant appeared before the Commission. Mr. Christensen reviewed the site plans with the
Commission.
The public hearing was opened at 7:55. There was no one in the audience to speak on this issue.
Mr. Hutchison moved and Mr. Racek seconded a motion to close the public hearing at 7:56. The
motion carried unanimously.
Mr. Gullickson moved and Mr. Schumacher seconded a motion to approve Resolution RZ94 -18
recommending approval of a conditional use permit to construct a canopy.
CASE NO. ZN94 -3 ZONING AMENDMENTS
Staff reviewed the proposed amendments with the Commission The Commission had reviewed
the proposed amendments at the previous meeting.
The public hearing was opened at 8:00. There was no one in the audience to speak on this issue.
Mr. Day moved and Mr. Hutchison seconded a motion to close the public hearing at 8:01. The
motion carried unanimously.
Mr. Gullickson moved and Mr. Racek seconded a motion to adjourn the meeting. The motion
carried unanimously.
