Commission Minutes (3) ZONING AND PLANNING COMMISSION MINUTES
September 24, 1996
A regular meeting of the Zoning and Planning Commission was held on Tuesday, September 24,
1996, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Rick Brausen, Bill Schumacher, Dorothy Boen,
Randy Engel, Roger Gross, and Council Representative Gene Maxwell.
Also present was City Planner Nancy Anderson and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Schumacher called the meeting to order.
APPROVAL OF MINUTES
Mr. Blair moved and Mr. Brausen seconded a motion to approve the minutes of the August
27, 1996, meeting. The motion carried unanimously.
CASE NO: ZN96 8 REZONING MINNEAPOLIS FLORAL
Nancy Anderson reviewed the proposed development with the Commission. The rezoning,
conditional use permit and preliminary plat were all discussed at the same time. The star noted
that there will be a development agreement executed with the developer concerning the utilities,
Second Avenue reconstruction and extension, fire lane width and surface, and various easements.
Greg Kopischke, represented the applicant appeared before the Commission. Mr. Kopischke
reviewed the developer's history and the proposed development with the Commission Mr.
Kopischke stated that they held a neighborhood meeting and 11 neighbors attended show up. The
Commission discussed landscaping, exteriors, necessary easements, ponding, the association
responsibilities, and the fire lane. Mr. Kopischke has been in touch with the Fire Marshal and has
discussed a narrower width than the 20 feet. The Fire Marshal may approve a narrower width,
but at this time they are still discussing the width of the fire lane. The schedule for construction is
to raze the building on the site this fall and possibly get the utilities in. The construction of the
homes will start in the spring at the south side of the site. No one in the audience spoke at the
public hearing. The Park Board has reviewed this development in respect to the easement
required for the utilities that go through the City park. The Park Board looked favorably on
granting the easements.
The public hearing was opened at 7:00 p.m. No one in the audience spoke on this issue. Mr.
Blair moved and Mr. Brausen seconded a motion to close the public hearing at 7:01 p.m. The
motion was approved unanimously. Mr. Brausen moved and Mr. Blair seconded a motion to
approve Resolution RZ96 14, recommending approval of Ordinance 96 -971, the rezoning from
R -2 to P.U.D. The motion carried unanimously.
MINUTES OF THE ZONING AND PLANNING MEETING
CASE NO: CUP96 4 CONDITIONAL USE PERMIT MINNEAPOLIS FLORAL
The public hearing was opened at 7:00 p.m. No one in the audience spoke on this issue. Mr.
Blair moved and Mr. Brausen seconded a motion to close the public hearing at 7:01 p.m. The
motion was approved unanimously. Mr. Engel moved and Mr. Brausen seconded a motion to
approve Resolution RZ96 15, recommending approval of the construction of 62 townhomes on
the Minneapolis Floral site. The motion carried unanimously.
CASE NO: SUBD96 3 PRELIMINARY PLAT MINNEAPOLIS FLORAL
The public hearing was opened at 7:00 p.m. No one in the audience spoke on this issue. Mr.
Blair moved and Mr. Brausen seconded a motion to close the public hearing at 7:01 p.m. The
motion was approved unanimously Mr. Brausen moved and Mr. Engel seconded a motion to
approve Resolution RZ96 16, recommending approval of a preliminary plat on the Minneapolis
Floral site.
ITEM: REVIEW BUSINESS PARK ORDINANCE
Ms. Anderson reviewed the proposed business park ordinance. Ms. Anderson noted that this
zoning will be proposed for the Hennepin County site, but could be used for other areas in the
City. The HBCA Economic Development Committee will be reviewing the proposed ordinance
again at their September 27 meeting. The Commission discussed the percentage of office space
that is allowed, and the setbacks.
ID The HBCA Board will be reviewing the proposed ordinance in October. The HBCA Board
recommendation will be forwarded to the Commission.

Mr. Engel moved and Mr. Brausen seconded a motion to adjourn at 7 :25 p.m. The motion
carried unanimously.
