May 27, 1997
A regular meeting of the Zoning and Planning Commission was held on Tuesday, May 27,
1997, at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Sid Blair, Rick Brausen, Bill Schumacher, Dorothy
Boen, Randy Engel, Roger Gross, Pat Gleeson and Council Representative Fran Hesch.
Also present were City Planner Nancy Anderson, Public Works Director Steve Stadler,
and City Attorney Jerre Miller.
CALL TO ORDER
Mr. Schumacher called the meeting to order.
APPROVAL OF MINUTES
Mr. Blair moved and Mr. Brausen seconded a motion to approve the minutes of the
April 29, 1997, meeting. The motion carried unanimously.
411 CASE NO: WVR97 1 WAIVER OF PLAT- -316 VAN BUREN AVENUE NORTH
Ms. Anderson reviewed the proposed division of 316 Van Buren Avenue. Ms. Anderson
noted that the proposed division meets the zoning and waiver of plat requirements.
Mr. Blair moved and Ms. Boen seconded a motion to approve Resolution RZ97 11,
recommending approval of a waiver of plat at 315 Van Buren Avenue North. The motion
carried unanimously.
ITEM: REVIEW MINNETONKA TOWNHOMES
There is a proposed townhome development on the southeast corner of Shady Oak Road
and State Highway 7 in Minnetonka. The proposed access to the site is from Park Road
West in Hopkins. The site will also have to be rezoned in order for the development to
occur.
The following residents spoke regarding the proposed development:
Barry Mietzel, 249 Shady Oak Road: Traffic will use 21st Avenue -a lot of children in
area- -will increase traffic.
Betty Willie, 256 21st Avenue North: Development on this property has come up two
other times, once for a Perkins and the second time for an office building. These projects

did not go through because there would be too much traffic. Won't the County object to
access on Shady Oak Road? Traffic will come east to 21 st- -will increase the traffic.
Phil Sims, 320 21st Avenue North: Will use 21st Avenue -will become a major
throughfare- -Shady Oak Road is busy -more than half the traffic will use 21st. Twelve or
more little children live on 21st.
Joe Stoutenburgh, 310 21st Avenue North: When Elder homestead went in they said no
traffic would be generated- -there is more traffic now privacy issue headlights into
Hopkins property- -want a 40 to 50 -foot buffer -have spent time and effort to make yards
blend into the subject site.
Hubert Vassar, 210 21st Avenue North: Traffic- -West Park Road will carry the
load -more traffic on West Park Road and 21st Avenue -21st Avenue is narrow and
people drive fast on 21st Avenue -do something else with property.
Norm Hendrickson, 249 West Park Road: Traffic concerned about the ponds -pond next
to my property potential for flooding my property.
Terri Jacobson, 233 Shady Oak Road: Now have to wait to get in driveway -there will be
more traffic on Shady Oak Road. What are the plans for Shady Oak Road?
Debbie Barnes, 200 21st Avenue North: Don't want townhomes- -they have advertised
townhomes in Sunday paper.
Don Bates, 251 21st Avenue North: If median on Shady Oak, traffic will double on 21st
Avenue -23 -4 children on 21st Avenue -kids play on property. Does there have to be a
building on every inch of land in City?
Gene Maxwell, 337 21st Avenue: Traffic- -care about our neighborhoods.
Steve Stadler responded to the issue of increased of traffic on Shady Oak Road. Mr.
Stadler stated that the increase in the amount of trafficfrom the proposed development on
Shady Oak Road will be insignficant; however, there will be an impact of increased traffic
on the residential streets. Shady Oak Road is scheduled to be reconstructed in 2001.
The Commission discussed the proposed development and indicated that they were not in
favor of the development.
Mr. Engel moved and Ms. Boen seconded a motion to approve Resolution RZ97 12,
expressing opposition to the rezoning and access to the proposed development on the
southeast corner of Shady Oak Road and Highway 7. The motion carried unanimously.

ITEM: REVIEW PROPOSED ZONING AMENDMENTS
Staff is proposing two zoning amendments to the zoning ordinance. The two proposed
amendments are amendments to the sign ordinance. The Commission had no comments
regarding the proposed amendments. A public hearing will be held next month for the
proposed amendments.

Mr. Blair moved and Mr. Gleeson seconded a motion to adjourn at 7:35 p.m. The
motion carried unanimously.
