Commission Minutes (5) Y ZONING AND PLANNING COMMISSION MINUTES March 25, 1997 A regular meeting of the Zoning and Planning Commission was held on Tuesday, March 25, 1997, at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members Sid Blair, Rick Brausen, Bill Schumacher, Dorothy Boen, Randy Engel, Roger Gross, and Council Representative Fran Hesch. Also present were City Planner Nancy Anderson and City Attorney Jerre Miller. CALL TO ORDER Mr. Schumacher called the meeting to order. APPROVAL OF MINUTES Mr. Brausen moved and Mr. Blair seconded a motion to approve the minutes of the February 25, 1997, meeting. The motion carried unanimously. CASE NO: CUP97 3 CONDITIONAL USE PERMIT- -8TH MAINSTREET 0 Ms. Anderson reviewed the proposed development. Roman Roos, representing the applicant, appeared before the Commission. Mr. Roos reviewed the proposed development with the Commission. The public hearing was opened at 6:40 p.m. No one in the audience spoke on this issue. Mr. Blair moved and Mr. Brausen seconded a motion to close the public hearing at 6:41 p.m. The motion was approved unanimously. Mr. Brausen moved and Mr. Blair seconded a motion to approve Resolution RZ97 4, recommending approval of a conditional use permit to construct two buildings on the northeast corner of Mainstreet and 8th Avenue. The motion carried unanimously. CASE NO: VAC97 1 VACATION -ALLEY Ms. Anderson reviewed the need for the vacation of the alleys for the proposed development. The public hearing was opened at 6:41 p.m. Ms. Boen moved and Mr. Blair seconded a motion to close the public hearing at 6:42 p.m. No one in the audience spoke on this issue. The motion was approved unanimously. Mr. Blair moved and Ms. Boen seconded a motion to approve Resolution RZ97 5, recommending approval of the vacation of alleys behind the southeast corner of 8th Avenue Mainstreet. The motion carried unanimously. 410 CASE NO: SUBD97 -1 PRELIMINARY AND FINAL PLAT Ms. Anderson reviewed the proposed plat. Mr. Roos stated that both buildings would be on separate lots under one ownership at this time. In the future, because the buildings are on separate lots, different owners could own each building. The public hearing was opened at 6:42 p.m. Ms. Boen moved and Mr. Blair seconded a motion to close the public hearing at 6:43 p.m. The motion was approved unanimously. Mr. Gross moved and Mr. Blair seconded a motion to approve Resolution RZ97 6, recommending approval of the preliminary and final plat for the southeast corner of 8th Avenue Mainstreet. The motion carried unanimously. CASE NO: CUP97 4 CONDITIONAL USE PERMIT- -THE OAKS OF MAINSTREET SIGNS Staff recommends that the item is continued to the April meeting. Mr. Engel moved and Ms. Boen seconded to continue this item to the April meeting. The motion carried unanimously. ITEM: REVIEW FENCING PLAN FOR THE OAKS OF MAINSTREET Ms. Anderson explained that the Commission is required to review the fencing plan for The Oaks of Mainstreet. The fencing plans have been finalized and are before the Commission for review. The applicant is proposing wrought iron on the east, west, and north sides and chain link on the south. The Commission discussed the proposed fence and the possibility of having some gates. Ms. Anderson stated that she would contact Keith Jans of Real Estate Equities regarding the possibility of some gates in the fencing. The Commission indicated they were pleased with the proposed fencing. ITEM: REVIEW COMPREHENSIVE PLAN AND ZONING FOR ALLIANT TECH PARKING LOT Alliant Tech has recently offered for sale the parking lot between the Hopkins Arches and Tyler The parking lot is currently guided for single family homes and zoned for single family homes. Individuals calling the staff regarding the site have expressed an interest in developing the property for an office /warehouse. The Zoning and Planning Commission recently went through a process of rezoning and amending the Comprehensive Plan to keep as much of the single family zoning in the City as possible. Rezoning the Alliant Tech parking lot is contrary to what was just completed. However, the staff wanted to get the Planning Commission's direction if, indeed, a rezoning would be considered. The staff has not encouraged any of the inquires seeking a rezoning or amendment to the Comprehensive Plan. Because of the recent rezonings and amendments to the Comprehensive Plan, the staff wants the Planning Commission's input. The Commission discussed single family verses an industrial use for the site. The Planning Commission indicated that the site should remain with the existing zoning for single family homes. ADJOURN 410 Ms. Boen moved and Mr. Brausen seconded a motion to adjourn at 7:10 p.m. The motion carried unanimously.
