Commission Minutes t A regular meeting of the Zoning and Planning Commission was held on Tuesday, July 27, 1993 at 6:30 p.m. in the Council Chambers of Hopkins City Hall. Present were Commission members Hutchison, Winship, Racek, Day, Gullickson, Johnson, and Reuter. Also present were staff members Nancy Anderson and Lee Gustafson, City Attorney Jerre Miller, and Council Representative Anderson. CALL TO ORDER The meeting was called to order at 6:30 by Chairman John Hutchison. APPROVAL OF MINUTES Mr. Winship moved and Mr. Racek seconded the motion to approve the minutes of the June 29, 1993 meeting. The motion carried unanimously. ITEM: Election of Officers Mr. Winship nominated Ms. Reuter for Chairperson. Mr. Racek seconded the motion. There were no additional nominations for Chairperson. Mr. Winship moved to close the nominations for Chairperson, Mr. Racek seconded the motion. Mr. Hutchison nominated Mr. Winship for Vice Chair. Mr. Day seconded the motion. There were no additional nominations for Vice Chair. Mr. Racek moved and Mr. Hutchison seconded a motion to close the nominations for Vice Chair. Mr. Hutchison moved and Mr. Gullickson seconded a motion to elect the Chairperson and Vice Chairperson by acclamation. The motion carried unanimously. ITEM: SUBD 93 -2 PRELIMINARY /FINAL PLAT SONOMA ADDITION Public hearing to consider a preliminary /final plat of the Sonoma Addition at the northwest corner of County Road 3 and Fifth Avenue. Staff reviewed the proposed plat with the Commission. Staff noted some minor changes on the plat since the Commission received the agenda. Staff also has recommended that the park dedication fee be waived. ID The ordinance requiring a park dedication fee allows the City Council Zoning and Planning Commission Minutes July 27, 1993 to waive the fee when a subdivision involves a City assisted development. There was a discussion on whether the National Handicap Housing Institute could pay or if the City would pay this fee. The Planning Commission recommended that a park dedication fee be paid. The public hearing was opened at 6:43. There was no one to speak on this issue. The public hearing was closed at 6:44. Mr. Hutchison moved and Mr. Johnson seconded the motion to approve Resolution RZ93 -17 recommending approval of a preliminary /final plat for the Sonoma Addition, with an additional condition that the park dedication fee is waived. Mr. Hutchison moved and Mr. Winship seconded the motion to amend the motion to not waive the park dedication fee for the Sonoma Apartments. This motion was approved on a 5 -2 vote. Mr. Gullickson and Mr. Day voting nay. Resolution RZ93 -17 was approved on a 6 -1 vote. Mr. Day voted nay. ITEM: ZN93 -2 ZONING ORDINANCE AMENDMENT RELIGIOUS INSTITUTIONS Public hearing to consider amending the Zoning Ordinance to prohibit churches in the B -2 and B-3 zoning districts. Staff reviewed the issue with the Commission. Staff is recommending that churches are allowed in the B -2 and B -3 districts with a conditional use permit. Churches are currently permitted within all business districts. The Commission directed the staff to draft an ordinance permitting churches as a conditional use permit for the August meeting. The public hearing was opened at 7:00. There was no one in the audience to speak on this issue. The public hearing was closed at 7:01. Mr. Winship moved and Mr. Gullickson seconded a motion to continue the public hearing to the August meeting. The motion carried unanimously. IIII Zoning and Planning Commission Minutes July 27, 1993 ITEM: REVIEW 1994 -1998 CIP Lee Gustafson, the City Engineer, reviewed the proposed CIP with the Commission. Various projects were discussed. Mr. Johnson asked if the budget had increased over the years. Mr. Gustafson stated the budget had decreased because they have spread the projects over more years. ITEM: DISCUSSION OF MULTI FAMILY SITES Staff reviewed the multi family sites with the Commission. Staff noted that on September 14 the City Council and Planning Commission will have a joint meeting and this will be one of the items. There was little discussion on this matter. Mr. Hutchison moved and Mr. Day seconded the motion to adjourn the meeting at 7:55 p.m. The meeting adjourned by unanimous consent.
