December 28, 1993
A regular meeting of the Zoning and Planning Commission was held on Tuesday December 28,
1993 at 6:30 p.m. in the Council Chambers of Hopkins City Hall.
Present were Commission members Reuter, Hutchison, Winship and Day.
Also present were staff members Nancy Anderson and City Attorney Jerre Miller.
Absent were Commission members Racek, Gullickson, and Johnson.
CALL TO ORDER
The meeting was called to order at 6:30 by Chairperson Reuter.
APPROVAL OF MINUTES
Mr. Hutchison moved and Mr. Winship seconded the motion to approve the minutes of the
November 30, 1993 meeting. The motion carried unanimously.
ITEM:
CUP93 -7 CONDITIONAL USE PERMIT BIG WHEEL ROSSI
Consideration of a conditional use permit to construct an auto repair facility at 302 Blake Road.
Staff reviewed the changes in the site plan from the previous meeting. There have been two
significant changes in the plan. The applicant has reoriented the building, so that the doors now
face east and west, also sound baffles have been added.
The applicant, Dick Shaller, President of Big Wheel Rossi appeared before the Commission. Mr.
Shaller stated that they have complied with all the requests of one of the abutting property
owners. He also stated that they want to start construction as soon as the weather improves.
The public hearing was opened at 6:40.
Maurice Goldman, owner of the Hopkins Arches, the property to the west appeared before the
Commission. Mr. Goldman stated that he was opposed to the proposed auto service center.
Sidney Blair of 525 East Park Valley Drive appeared before the Commission. Mr. Blair stated
that he was opposed to the proposed development.
The public hearing was closed at 6:45.

Mr. Hutchison stated that the proposed development was not consistent with the residential uses
abutting the site.
Mr. Day stated that they were long past the type of use. Noise was the main concern and now the
applicant has meet all concerns.
Mr. Winship stated that we cannot make everyone happy, also it is not unusual to have residential
and commercial abutting.
Mr. Day moved and Mr. Winship seconded the motion to approve Resolution RZ93 -28 approving
the conditional use permit to construct an auto repair center at 302 Blake Road. The motion
carried on a 3 -1 vote. Mr. Hutchison voting nay.
ITEM:
CUP93 -12 CONDITIONAL USE PERMIT ZERO LOT LINE HOMES
Consideration of a conditional use permit to construct two zero lot line homes on the southerly
lots at 234 18th Avenue North.
Staff reviewed the applicant's request with the Commission. Phil Hines, the applicant appeared
before the Commission. Mr. Hines stated that he intended to construct the homes to sell, not
rent.
The public hearing was opened at 7:03. Since there was no one to speak on this issue, the public
hearing was closed at 7:04.
There was little discussion on this matter because the proposed homes were discussed when the
waiver of plat was granted.
Mr. Hutchison moved and Mr. Day seconded the motion to approve Resolution RZ93 -26
approving a conditional use permit to construct two zero lot line homes at 234 18th Avenue
North. The motion carried unanimously.
Mr. Winship moved and Mr. Hutchison seconded a motion to adjourn the meeting at 7:05 p.m.
The meeting adjourned by unanimous consent.
