Memo- Well Site Property Northwest Corner of Blake Road and Second Street NEDATE: April 1, 1991 TO: The Honorable Mayor City Council FROM: Jim Kerrigan Director of Planning & Economic Development CITY OF HOPKINS MEMORANDUM SUBJECT: Well Site Property Northwest Corner of Blake Road and Second Street N.E. At the March 5 Council Meeting, action was undertaken to terminate the agreement with Marcus Corporation. In conjunction with this action, there was also discussion that the Staff should discuss the availability of this property with other potential • developers. Originally Staff put together a development offering for the subject property. This document detailed the specifics of the site. Also identified were standards, controls and permitted uses. Within the permitted uses section, the following was detailed: o Must be a use permitted in a B -3 district. o Must be compatible with all surrounding industrial and residential property. Nothing was detailed specifically that stated certain would not be acceptable. The Staff in talking developers, encouraged them to consider a retail or which did not include the following: commercial, uses which with the office use o Gas sales o ' A large traffic generator The Community Development Office contacted a number of potential developers concerning the availability of this site. As a result of this solicitation, two developers submitted proposals for the site. The Marcus proposal seemed to meet the desires of what the 411 Staff and Council wish to see on this site. At the present time, Staff has talked to a couple of other developers concerning the possible availability of this site in the near future. There seems to be a certain amount of interest • • Page 2 although as the Council was informed, financing might be difficult to facilitate a project in todays market. Prior to proceeding too much further with any discussions with developers, Community Development Staff needs to receive any input that the Council might have as relates to types of B -3 uses that you might be strongly for or against on this site. In making any of these determinations, the Council needs to consider the following: o Is there a market for this type of use? o Will the developer be able to secure financing for this type of use in today's market? o Is the use compatible as relates to the location and size of the site and able to deal with the access constraints? The Planning Commission discussed this item at their last meeting. Enclosed is a memo from Nancy Anderson as relates to their comments.
