Staff recommends the following motion: Move to approve Resolution RZ05 -5, recommending approval of a preliminary /final plat for The Blake School and platting several parcels to become outlots that will be owned by the City 0 Overview. As part of the agreement with the reconstruction of Excelsior Boulevard, Blake School will receive property to the south of their site. Blake School will add two parcels of land to their property on the south. There is a 30 -foot strip of land abutting their south property that is in the City of Hopkins and a larger piece to land south of the City that is in the City of Edina. The City of Hopkins will be adding the 30 -foot strip in Hopkins to Blake's property. The larger area in Edina will become an outlot. The City of Edina will be taking action on this parcel. In addition to the area south of Blake School, there will be several parcels of land in Interlachen that were the former trolley car line that will be platted as outlots and retained by the City except for Outlot D that was recently purchased from the City. Outlots are unbuildable. Primary Issues to Consider. What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? Do the lots meet the minimum lot requirements? What is the zoning of the property, and how has the Comprehensive Plan designated the subject site? The zoning of the property is Institutional. The Comprehensive Plan has designated the site as Institutional. Do the lots meet the minimum lot requirements? The 30 -foot strip in the City of Hopkins will be joined with the large parcel of land that Blake School is on and will meet the minimum lot requirements. The area in Edina will become Outlot A. The small ends of the street are not part of the Blake agreement, but are part of the larger lot that will become Outlot A and will be retained by the City of Hopkins, except for Outlot D that was recently purchased from the City. These remnants will also become outlots. Outlots are unbuildable. What are the specifics of the plat? With this plat, Blake School will combine several parcels of land that consist of the entire Blake Campus. The Blake School site will become one lot.
