REPORT:
AMEND COMPREHENSIVE PLAN
R -2,3 to Industrial
NOVEMBER 17, -1987
PROPOSED ACTION: Staff recommends adoption of, the following
motion: To change the Comprehensive Plan at 708 - 12th
Avenue South from R -2,3 Residential to I Industrial.
Adoption of this motion will bring the proposed zoning and
the Comprehensive Plan into conformance.
OVERVIEW: Currently the Comprehensive Plan designates the
area proposed for the mini- storage as R -2f3 Residential.
The property is currently zoned B -3 and is proposed to be
changed to I -1.
PRIMARY ISSUES TO CONSIDER:
o Is an Industrial designation for the subject property
compatible with the surrounding area?
ANALYSIS: A change in the zoning of a parcel provides an
opportunity to bring the Comprehensive Plan and zoning into
conformance. Currently the site that is proposed for the
mini - storage is designated as R -2,3 in the Comprehensive
Plan. The Comprehensive Plan has designated the surrounding

ALTERNATIVES:
1. Change the Comprehensive Plan to Industrial.
This will make the zoning and Comprehensive Plan
the same.
2. Leave the Comprehensive Plan as is. This will
continue the conflict between the Comprehensive
Plan and Zoning Ordinance.
3. Change the Comprehensive Plan to something other
than industrial. If the Commission does not
feel that this site is appropriate for
industrial or residential, then a different
designation should be used.

A RESOLUTION OF THE HOPKINS PLANNING COMMISSION
AMENDING THE 1990 COMPREHENSIVE PLAN FOR THE CITY OF
HOPKINS UNDER MINNESOTA STATUTES 462.351 TO 462.364
WHEREAS, the Planning Commission of the City of Hopkins
approved the 1990 Comprehensive Plan on September 9, 1980, based on
statutes, the Metropolitan System Statement, extensive research, and
analyses involving the interests of citizens and public agencies, and
WHEREAS, the 1990 Comprehensive Plan was approved by the
City Council on September 16, 1980,
WHEREAS, the use of such Comprehensive Plan will insure a
safer, more pleasant, and more economical environment for residential,
commercial, industrial, and public activities and will promote the
public health, safety, and general welfare, and
WHEREAS, said Plan will prepare the community for
anticipated desirable change, thereby bringing about significant
savings in both private and public expenditures, and
WHEREAS, the Comprehensive Plan has taken due cognizance of
the planning activities of adjacent units of government, and
WHEREAS, the 1990 Comprehensive Plan is to be periodically
reviewed by the Planning Commission of the City of Hopkins and
amendments made, if justified according to procedures, rules, and
laws, and provided such amendments would provide a positive result and
are consistent with other provisions in the Comprehensive Plan, and
WHEREAS, the Planning Commission has comprehensively studied
an amendment to the Comprehensive Plan and has conducted a public
hearing on November 24, 1987, to consider a change in its 1990
Comprehensive Plan and approved such change,
THEREFORE BE IT RESOLVED by the Planning Commission of the
City of Hopkins that the 1990 Comprehensive Plan as previously
approved by the Planning Commission and City Council is hereby amended
by amending the 1990 Comprehensive Plan at the following location from
R -2,3 to I - Industrial:
The North 287.1 feet of the West 379.1 feet of the Northeast
Quarter of the Southwest Quarter of Section 25, Township
117, Range 22, subject to roadway easement.
BE IT FURTHER RESOLVED, that approval of the amendment is
contingent upon approval by the Metropolitan Council.
