Proposed Action.
Staff recommends adoption of the following motion: The request by
Stobbe Development to rezone the parcel at Cambridge and Van Buren
North from R -2 to R -4 is approved by Ordinance No 88 -10.

Background.
Name of Applicant: Stobbe Development

Reason for Request: To allow construction of a 63 unit, 3
story multiple dwelling
Nature of Request: To rezone from R -2 to R -4.
The applicant has also requested a Conditional Use Permit to construct
this apartment building.
Analysis.
The site is surrounded by Auburn North to the South which is zoned R-
2, Highways 18 and 7 to the west and north and Ramsgate to the east,
zoned R -4.

The new zoning would be a continuation of the R -4 zoning to the east.
-The R -4 district will allow a higher density than the R -2 district,
but the applicant will not exceed the R -2 by many units. The R -2
density will allow 56 units. The R -4 density will allow 122 units.
The applicant is proposing 63 units.
The R -4 district will allow the applicant to construct a 3 story
structure which will allow more green space on the site.
Auburn North should be the greatest area impacted by the development.
However, the applicant has provided a buffer of evergreens and the
building will be setback from the rear of Auburn North.
Alternatives.
1. Approve the rezoning. This will allow the applicant to
construct a 3 story multiple dwelling.
2. Deny the rezoning. The applicant can construct townhomes
on the parcel.
3. Continue for further information. If the Commission
feels that more information is needed to form a decision
the item should be continued.

RESOLUTION NO: 88 -10
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION ZN88 - FOR REZONING
WHEREAS, an application for rezoning entitled
ZN88 -1 has been made by Stobbe Development, to rezone from
R -2 Residential to R -4 Residential the property located at
Cambridge Street & Van Buren Avenue North.
WHEREAS, the procedural history of the application
is as follows:
1. That an application for Rezoning ZN88 -1 was
filed with the City of Hopkins on December 31,
1987.
2. That the Hopkins Planning Commission reviewed
such application on January 26, 1988.
3. That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
hearing on January 26, 1988, and continued to
April 26, 1988; all persons present at the
hearing were given an opportunity to be heard.
4. That the written comments and analysis of the
City staff and the Planning Commissi were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins
City Council makes the following Findings of fact in respect
to ZN88 -1:
1. That an R -4 zoning designation is consistent
with the Comprehensive Plan.
2. That an R -4 district is a continuation of the
R -4 district to the east.

ORDINANCE NO: 88 - 607
AN ORDINANCE AMENDING THAT PART OF
HOPKINS ZONING ORDINANCE 515 -570 PERTAINING
TO AND CHANGING THE ZONING
BE IT ORDAINED by the City Council of the City of
Hopkins as follows:
SECTION 1: That the present zoning classification
of R -2 upon the following described premises is hereby
repealed and in lieu thereof the said premises are hereby
zoned R -4:
PAR: R/W across that part of the North 1/2 of
the Northwest 1/4 lying East of RR R/W
South of State Highway #7 and West of
Van Buren Avenue North, in Section 19,
Township 117, Range 21ts
according to the plat thereof on file or of record in the
office of the Register of Deeds in and for Hennepin County.
SECTION 2: That the presently existing. Hopkins
Zoning Map adopted as part of the Hopkins Zoning Ordinance
515 -570 is hereby amended and changed in accordance with the
above provisions.
First read at a regular meeting of the City
Council of the City of Hopkins, held May 3, 1988, and
finally read, approved, adopted and ordered published at a
regular meeting held on the 17th day of May, 1988.
