Proposed Action.
Staff recommends approval of the following motion: That the request
for Waiver of the Plat to add additional area for the parking
facility be approved.
Approval of this motion will allow the City to construct the parking
ramp on the entire parking area.
Overview.
Norwest Bank, has agreed to transfer to public ownership their existing
parking area to accommodate construction of the municipal parking
facility. The City in return will dedicate 120 spaces for Norwest
Bank's use.

Detailed Background.
The City will acquire land to the Norwest Bank curb line to the south
and to the rear of the K of C building on the east.
The Ordinance does not have a minimum lot size for lots in a B -2
district.
The existing setbacks at the Norwest Bank still meet the minimum
requirements.
An existing alley and easement will remain on the site. The alley is
behind the Crestland building and the easement is along the south side
of the Phase II parking ramp.
Analysis.
- What is the impac4`of allowing this waiver?
The new lots created will not change any existing conditions except to
make one lot smaller and the other larger. The ordinance requirements
are all met.
The land from Norwest Bank is needed to make the parking ramp a usable
size. Without the land from the bank Phase II would have to be
reduced in size which really would not serve the ultimate purpose in
this project of getting more parking spaces.
Alternatives.
1. Approve the waiver of plat. By granting the waiver of
plat the parking ramp will be able to be constructed as
proposed.
2. Deny the waiver. By denying the waiver the ramp will not
be able to be constructed as proposed. If the Commission
chooses this alternative they will have to identify
findings of fact which support this decision.
3. Deny the waiver of plat but have the applicant subdivide
the property. This alternative will have the same
results as a waiver, but delay the construction for at
least a month.
4. Continue for further information. If the Commission
feels that more information is needed, the item should be
continued.

RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR WAIVER OF PLATTING REQUIREMENTS
WHEREAS, an application for a Waiver of the
Platting Requirements has been made by the City of Hopkins
to allow division of the property between 10th & 11th
Avenues South, north of the Norwest Bank to facilitate
construction of a parking ramp.
WHEREAS, the procedural history of the application
is as follows:
1. That an application for Waiver of the Platting
Requirements was filed with the City of
Hopkins on March 30, 1988.
2. That the Hopkins Planning Commission reviewed
such application of April 26, 1988.
3. That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
hearing on April 26, 1988; all persons present
at the hearing were given an opportunity to be
heard.
4 +. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins
City Council makes the following Findings of Fact in respect
to SUBD:88 -1:
1. That the new lots created meet the lot area for
the B -2 District.
2. That the existing setbacks will not be affected
by the new division line.
BE IT FURTHER RESOLVED, that application SUBD88 -1
is hereby approved subject to the following conditions:
1. That the Conditional Use Permit to construct a
parking ramp is approved.

CITY OF HOPKINS - PARKING RAMP
Proposed Action.
Based on the report of the Director of Engineering, staff recommends
the following motion: That the request for an EAW for the parking ramp
is denied.
Staff recommends approval of the following motion: The request by the
:City of Hopkins to construct a parking ramp be approved
Approval of this motion will allow the City to construct a parking
ramp.
The Zoning and Planning Commission voted unanimously to approve
Conditional Use Permit to construct a parking facility.
Overview.
The City is proposing to construct a parking ramp on the property
between 10th & 11th Avenues South, north of the Norwest Bank.' A
portion of this property is on an existing public parking lot and a
portion is parking for the Norwest Bank Building.
This ramp will be constructed in two phases. The first phase has a
tentative starting date in early June and the second phase in
September /October. The first phase will accommodate approximately 300
cars and the second phase approximately 100 cars. The ramp will have
free short term parking and long term permit parking.
