Staff recommends approval of the following
City of Hopkins to construct a parking ramp be approved.
Approval of this motion will allow the City to construct a parking
ramp.
The Zoning and Planning Commission voted unanimously to approve the
Conditional Use Permit to construct a parking facility.
Overview.
The City is proposing to construct a parking ramp on the property
between 10th & 11th Avenues South, north of the Norwest Bank. A
portion of this property is on an existing public parking lot and a
portion is parking for the Norwest Bank Building.
11/0 This ramp will be constructed in two phases. The first phase has a
tentative starting date in early June and the second phase in
September /October. The first phase will accommodate approximately 300
cars and the second phase approximately 100 cars. The ramp will have
free short term parking and long term permit parking.

Location.
The parking ramp will be situated on both the existing City parking
lot and the Norwest Bank parking lot which will be transferred to
public ownership. This issue will be addressed in the application for
a waiver of plat on the lot.
The first phase will be constructed approximately 45 -50 feet from the
back of the existing buildings along Mainstreet. This will provide 18
angle parking spaces along the north wall of the ramp for the adjacent
buildings along Mainstreet. Access to this area will be from 11th
Avenue. This road will be a one -way.
The following is the required and proposed setbacks:

The site has two front yards because it abutts two streets and is
4111 considered a through lot.
Pedestrian Movement.
The architect is planning on having marked walkways between the ramp
and the adjacent businesses. Two marked walkways are planned from the
ramp to the bank and one from the ramp to the Crestland building. The
architect would like a different type surface for the walkways, rather
than using paint to mark them.
The ramp will have one stairway /elevator. This stairway /elevator will
be located on the southeast corner of Phase I.
Sidewalks will be located along 10th Avenue and 11th Avenue and on the
south side of Phase II. In the future, new sidewalks may be added
behind the Mainstreet businesses.
Signage.
The Norwest Bank sign will be relocated on the southwest corner of
Phase II. Signage will also be placed on the north side of Phase I
for the Mainstreet businesses. Currently the ordinance does not allow
off - premises signs in a B -2 District. The staff is determining if a
variance should be applied for or if there should be an amendment to
the ordinance.
• Signage for the ramp itself has not been finalized. The architect is
considering a sign along 11th Avenue and a sign on the stairway tower
on the southeast corner of Phase II.

Internal Functions.
The trash enclosures for the Mainstreet businesses will be located
along Phase I's north side. This enclosure will probably be
constructed of brick.
The plan has provided for snow to be dropped in two spots. One area
is along 11th Avenue and the second area is located on the east side
of Phase II.
The parking area on the north side of Norwest Bank is one -way angle
parking. This parking will be short -term. The time limit will be
determined later by the Parking Committee. The distance from the ramp
to the bank is approximately 48 feet.
There will be 15 parking spaces behind the Crestland building and the
K of C Hall. This road will be a one -way road. Access to this
parking area will be from 11th Avenue and the exits will be on 10th
Avenue. The time limit for parking in these areas will be determined
later by the Parking Committee.
The first phase will have two entrance points, one on 11th Avenue and
one on 10th Avenue. The only exit for both Phase I and II will be on
10th Avenue. The ramp is designed for an additional exit on 11th
III Avenue if it becomes necessary.
All the exit points along 10th Avenue will be identified with 'DO NOT
ENTER' signs.
Drainage.
The drainage on the site will remain the same. Water is currently
going to the storm sewer at the north end of the property which will
continue once the ramp is constructed.
External Features.
The ramp is designed with an off - white, pre -cast concrete on the upper
sections and brick around the base. The stairway towers will be an
exterior of brick.
Part of the Phase II ramp will have a higher ceiling. This higher
ceiling area will be along 11th Avenue. This area can be used for
future commercial development in the ramp.
The stairway towers will have windows on various sides. These windows
have been placed on the exposed areas to the public. The stairway
tower on the southeast corner of Phase II can be expanded to construct
a skyway from the bank to the ramp.
The height of the parking ramp will vary. Phase I will be three
floors and Phase II will be one floor. The architect has provided for
expansion in the future. Phase I can be expanded to two more floors
and Phase II three more floors. The highest points of the ramp will
be approximately 30 feet. The ordinance allows a maximum height of 70
feet.

The parking ramp will be lit both internally and externally. The ramp
has been designed with lighting to make the ramp appealing and safe
looking to the public. Inside high pressure sodium yellow lighting
will be used with a white lighting outside. The white lighting will
be used on the outside to prevent the existing building colors from
being distorted.
The plan shows landscaping along 11th and 10th Avenues. The exact
plantings have not yet been determined. The architect is planning on
using plantings that will not hide the ramp. The parking ramp does
not require landscaping because it is located in a B -2 district.
Other Issues.
The Director of Engineering has been working with an electrical
engineer on the possibility of underground wiring behind the
Mainstreet businesses. This will probably be done at a future date
along with the new proposed sidewalk.
The underground electrical wiring to the Crestland building and K of C
Hall will be done in conjunction with the construction of the ramp.
A plan is being developed for temporary parking during the
4111 construction of Phase I. The City owned property to the west should
accommodate most of the lost parking during construction.
Analysis.
What is the impact on the surrounding area?
The parking facility is being constructed to address the parking
shortage in this area. Many businesses will be inconvenienced during
the construction but the end result will outweigh the temporary
inconvenience. The staff has worked with the architect to minimize
the problems and to accommodate the concerns of the surrounding
businesses. Temporary parking arrangements are being made while the
ramp is being constructed.
- Will the parking ramp affect the traffic flow in the area?
The ramp has been designed to minimize any traffic problems. The only
exit at this time from the ramp will be on 10th Avenue. Tenth Avenue
is a less busier street than 11th Avenue and can handle the increase
in traffic. Exiting traffic will be able to make both a left and
right turn. There should be little impact on 11th Avenue, since all
traffic will be entering on this street. Internally all roads are one
way, exiting again on 10th Avenue

- What will be the visual affect of the ramp?
The ramp has been designed to create a friendly and appealing
appearance to the user. It is well lit and not hidden by landscaping
to make the user feel safe at all times. The inside of the ramp is
painted white for a lighter appearance.
The architect has placed the ramp 45 -50 feet behind the Mainstreet
businesses so as not to create a small dark alley between the ramp and
businesses.
The burgundy color of the brick will contrast very nicely with the
pre -cast concrete for a neat clean visual impact.

As was stated before, the staff has received a petition for an
Environmental Assesment Worksheet. The petitioners are concerned that
there will be a change in drainage created by the construction of the
parking ramp which will create a flooding problem on the abutting
properties. An EAW is not mandatory in this situation. However, the
Council can request an EAW if they feel it is necessary. The staff
feels that the EAW is not needed in this case. The Director of
Engineerings report is enclosed.
Alternatives.
1. Approve the Conditional Use Permit to construct the
parking facility. By granting the Conditional Use Permit
the parking facility will be able to be built.
2. Deny the Conditional Use Permit to construct the parking
facility. By denying the Conditional Use Permit the
parking facility will not be able to be constructed. The
Commission will have to identify findings of fact to
support their denial.
3. Continue for further information. If the commission feels
that further information is needed, the item should be
continued.

Zoning & Planning Discussion
P.S. Vedi, architect, appeared before the Commission. Mr. Vedi
explained the parking facility. He stated that there had been
numerous meetings with many groups and the proposed plan was the final
result of the input.
Mr. Vedi stated there would be handicapped parking on the second and
third floors of the ramp.
A resident was concerned that there would be no green area between the
ramp and the Mainstreet businesses. Mr. Vedi stated that there was no
room because of the parking. He might be able to design some green
space around the dumpster.
The City staff noted that we have received a petition from the EQB
which is signed by local residents to undertake an Environmental
Assessment Worksheet for the parking ramp. Most specifically, they
are concerned about the increased drainage from this site and the
potential flooding to neighboring properties. We received this
petition on the day of the Zoning and Planning meeting and therefore
did not have time to complete a review for this meeting. An EAW is
not mandatory under state requirements for a parking facility of this
size. However, if it is found that the project could cause a
significant environmental impact, the Council may require an EAW.
Mr. Vedi stated that in his experience an EAW is not done on a ramp
for under 500 vehicles. The covered area of the ramp is the same as
the current parking lot and the ramp has also added no green space.
The staff noted that the two proposed signs on the north end of Phase
I are considered off - premises and not allowed. The staff will
determine if a variance should be applied for or if there should be an
amendment to the ordinance.

RE: Petition for an Environmental Assessment Worksheet (EAW) for
Hopkins Parking Ramp
Dear Mr. Kerrigan:
The Environmental Quality Board (EQB) has received a petition
requesting that an EAW be prepared on the project described in the
petition, and has determined that City of Hopkins is the appropriate
governmental unit to decide the need for an EAW. The requirements
for environmental review, including the preparation of EAWs, can be
found in the Minnesota Rules parts 4410.0200 - .7800. Please contact
me if you do not have access to these rules.
The procedures to be followed in making the EAW decision are set
forth in part 4410.1100, (page 13 of the rules). Key points in the
procedures include:
1. No final government approvals may be given to the project named
in the petition until the need for an EAW has been determined.
If the decision is to prepare an EAW, approval must be withheld
until either a Negative Declaration is issued or an
Environmental Impact Statement (EIS) is completed (see part
4410.3100, subp. 1, page 25).
2. A first step in making the decision regarding the need for an
EAW would be to compare the project to the mandatory EAW, EIS
and Exemption categories listed in parts 4410.4300, 4410.4400,
and 4410.4600, respectively (starting on page 32). If the
project should fall under any of these categories, environmental
review is automatically required or prohibited. If this should
be the case, proceed accordingly.
3. If preparation of an EAW is neither mandatory nor exempted,
City of Hopkins has the option to prepare an EAW. The standard
to be used to decide if an EAW should be done is given in part
4410.1100, subp. 6. Note that this requires that a record of
decision including specific findings of fact be maintained.

4. You are allowed 15 working days (Saturdays, Sundays and holidays
do not count) for your decision unless it must be made by a
board or other body which meets only periodically, in which case
you have 30 working days. You may request an extra 15 days from
EQB if the decision is not made by a board.
5. You must notify, in writing, the proposer, the petitioners'
representative and the EQB of your decision within five (5)
working days (again, Saturday, Sunday and holidays do not
count). I would appreciate your sending a copy of your record
of decision on the petition along with notification of your
decision for our records. This is not required, however.
Notice of the petition and its assignment to your unit of government
will be published in the EOB Monitor on May 2, 1988.

RESOLUTION NO: 88 -28
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR CONDITIONAL USE PERMIT CUP88 -6
WHEREAS, an application for a Conditional Use
Permit entitled CUP8 -6 has been made by the City of Hopkins
to construct a parking ramp between 10th & 11th Avenues
South, north of the Norwest Bank building.
WHEREAS, the procedural history of the application
is as follows:
1. That an application for a Conditional Use
Permit CUP88 -6 was filed on March 30, 1988.
2. That the Hopkins Planning Commission reviewed
such application on April 26, 1988.
3. That the Hopkins Planning Commission, pursuant
to published and mailed notices, held a public
hearing on April 26, 1988; all persons present
at the hearing were given an opportunity to be
heard.
4. That the written comments and analysis of the
City Staff and the Planning Commission were
considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins
City Council makes the following Findings of Fact in respect
to CUP88 -6:
1. That the parking facility meets the
requirements for a B -2 District.
2. That the parking facility meets the
requirements for a Conditional Use Permit.
3. That the parking facility will provide needed
parking for the downtown area.
BE IT FURTHER RESOLVED, that application for
Conditional Use Permit CUP88 -6 is hereby approved subject to
the following Conditions:
1. That a waiver of plat is granted.
2. Council will review petition and determine if
an Environmental Assessment Worksheet is
required.
