Amendment-#5 CBD Tax Inc. PlanAMENDMENT #5 TO CBD TAX INCREMENT Proposed Action. Staff recommends the following: Approval of Resolution amending Redevelopment Plan for the Central Business District entitled "Hopkins CBD Redevelopment Program" (Amendment #5) This recommendation will be submitted to the HRA and City Council in support of the plan revision. Overview. The HRA /City Council have previously discussed the possibility of using tax increment funds to acquire the structure located at 9 - 9th Avenue South. This building is substandard and produces a blighting influence on the downtown. need The HRA /City Council will be reviewing this item at their meeting on June 21. Zoning and Planning action will only be necessary if both of these groups take appropriate action to facilitate a plan change. Primary Issues to Consider. Based upon the proposal recommended, the Zoning and Planning Commission has the following issues to consider: - What review should the Zoning and Planning Commission provide as a result of this request? Basically the Commission should review the plan change to determine if it is consistent with the following: o development plan and goals of the City o 1990 Comprehensive Plan The plan change is consistent with the development plan and goals of the City. One of the main goals of the City Council is to redevelop the downtown and prevent slum and blighting conditions. The acquisition of the subject structure is the first step in a redevelopment of this site. Also, because of its' deteriorated condition, demolition will result in the removal of a blighting condition. Any reuse of the site, once it has been cleared, will meet B -2 1111 requirements. As a result, this plan change conforms to the Comprehensive Plan. What would be the re -use of the property? The short term re -use would be parking. The long term plan would be a redevelopment of the site. Alternatives. 1. Approval of the resolution amending the plan. This recommendation will be provided to the HRA /City Council for their review in considering this item. 2. Deny the resolution as recommended by staff. Continue for further information. • CITY OF HOPKINS Hennepin County, Minnesota PLANNING COMMISSION RESOLUTION NO: 88 -5 A RESOLUTION RECOMMENDING APPROVAL OF AMENDMENT #5 TO THE REDEVELOPMENT PLAN FOR THE CENTRAL BUSINESS DISTRICT ENTITLED "HOPKINS CBD REDEVELOPMENT PROGRAM" WHEREAS, it has been the intent and desire of the City of Hopkins (the City) for many years to improve conditions in the Central Business District and surrounding area, and WHEREAS, the Housing and Redevelopment Authority (the Authority) and the City have previously approved a redevelopment plan for the Central Business District of Hopkins, Minnesota entitled "Hopkins CBD Redevelopment Program (the Plan), and WHEREAS, such plan has been revised from time to time to facilitate additional development and public improvements within the Central Business District and surrounding area, and WHEREAS, the Authority has now submitted Amendment #5 to the plan entitled "South CBD Redevelopment Program" dated November 5, 1985, and has requested the written opinion of the Planning Commission on the Plan, all pursuant to Minnesota Statutes 462.515; and WHEREAS, the Planning Commission has now studied and considered said amendment to the Plan. NOW, THEREFORE, BE IT RESOLVED, by the Planning Commission of the City of Hopkins, that, having studied and considered the amendment to the Plan, the Planning Commission by this resolution advises the City Council, the Authority, and all interested persons, that it is the opinion of the Planning Commission that: 1. That Hopkins Zoning and Planning Commission finds the proposed amendment to the plan consistent with the overall development plan and goals for the City. 2. The Hopkins Zoning and Planning Commission finds the proposed amendment consistent with changes proposed to the 1990 Comprehensive Plan. 4 3.
