09-27-1988A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, September 27, 1988 at 7 :30 p.m., in the Council Chambers of the City Hall. Present were Chairman E. Anderson, members Maxwell, Pavelka, Richardson and Woodrich Jr. Also present were Community Development Director Steve Mielke and Community Development Analyst Nancy Anderson. ITEM: APPROVE MINTUES Mr. Maxwell moved and Mr. Pavelka seconded a motion that the minutes of the August 30, 1988 meeting be approved and signed. Motion carried unanimously. CASE NO: CR88 -1 PAUL STEINER (5 -174) Concept review for a proposal to construct an office /showroom /warehouse approximately 64,000 square feet in size, in the southeasterly corner of Hopkins. Mr. Steiner reviewed the proposal with the Commission. He stated that the structure would be hi -tech with little traffic generated through the area He has owned the property for six years. The property is difficult to develop due to lack of access and soil conditions. He would like the City to provide access off Smetana Road and hopes to get utilities from the City of Minnetonka. Staff stated that the traffic study for the area will not be completed for the next two to three months. The project would require a change in zoning. The Commission spoke in regard to residential vs industrial use It was noted that there is existing residential to the west and southwest and the property to the north is zoned residential. The Commission was undecided about the use of this property. Much will depend on the reflection of the neighborhood. The applicant was asked if he had contacted the neighborhood residents. He stated that at this point he had not talked with them. The three access points were discussed and Mr. Steiner will have to work out the most practical access point before a final site plan is submitted. Mr. Steiner will have to negotiate with the City Minnetonka for connection to their utilities. HEARING: ORDINANCE 88 -621 - SIGN SETBACKS (175 -180) Public hearing to consider a change in the Zoning Ordinance regarding sign setbacks. Z & P Minutes 9 /27/88- Page 2 ITEM: REVIEW 5 YEAR CAPITAL IMPROVEMENT PROGRAM (181 -285) Steve Mielke reviewed the plan with the Commission and answered questions concerning the proposal. ITEM: ACTION: ATTEST: Mr. Woodrich moved and Ms. Richardson seconded a motion recommending to the Council approval of first reading of Ordinance No. 88 -621 pertaining to sign setbacks. Motion carried unanimously. Items that were noted: Ice arena ice time is a problem and should receive a high rating. Street problems - how is the need determined; method of payment; Mainstreet reconstruction. Light rail - is the figure realistic? Funding sources: state aid, tax increment, assessments, bonds. Mr. Mielke reviewed the sources with the Commission. ITEM: PROPOSED ZONING CHANGE - INDUSTRIAL DISTRICTS (288 -297) The Commission requested that a public hearing be held at the October 25, 1988 meeting to consider changing sideyard setbacks in Industrial Districts. Ms. Richardson volunteered to serve on the committee to up- date the Comprehensive Plan. She noted that she would not be present for the meeting on October 19th.
