01-26-1988III regular meeting of the Hopkins Zoning and Planning Commission was
held on Tuesday, January 26, 1988, at 7:30 p.m., in the Council
Chambers of the City Hall.
Present were Chairman E. Anderson, members R. Anderson, Denny, Ebel,
and McGlennen. Also present was Community Development Analyst Nancy
Anderson.
Mr. Anderson called the meeting to order at 7 :30 p.m.
ITEM:
Mr. Denny moved and Mr. McGlennen seconded a motion that the
minutes of the December 29, 1987 meeting be approved and
signed. Motion carried unanimously.
CASE NO: ZN87 -3 PAUL STEINER (9 -167)
Hearing to consider an application by Paul Steiner for
rezoning the property located at 708 12th Avenue South from
B -3 Business to I -1 Industrial, continued from the December
29, 1987 meeting.
Mr. Steiner and Mr. Hustad reviewed the request with the
Commission.
Mr. Steiner stated that it was the suggestion of, the City
staff to change the zoning because the use is not allowed in
a B -3 District. The site is surrounded by industrial on two
sides.
There was no one present in opposition to the request.
Mr. McGlennen stated that he was against the rezoning and
felt that the B -3 designation was more appropriate for the
area.
Mr. Denny moved and Mrs. Ebel seconded a motion recommending
to the Council approval of the rezoning with the Findings of
Fact: 1. That the zoning change from B -3 Business to I -1
Industrial is compatible with the surrounding area; 2. That
the subject lot meets the minimum lot requirements for an I -1
District; and with the Conditions: 1. That no variances are
granted for the proposed project; 2. That the Comprehensive
Plan is changed from R -2,3 to I -1 Industrial. Motion
carried. Mr. McGlennen voting nay.
CASE NO VN87 -11 PAUL STEINER
Hearing to consider an application by Paul Steiner for a 10
foot rear yard setback variance to allow construction of a
mini storage facility at 708 12th Avenue South, continued
from the December 29, 1987 meeting.
Mr. Denny moved and Mrs. Ebel seconded a motion that the
request by the applicant for withdrawl of the request due to
the purchase of additional property be accepted. Motion
carried unanimously.

CASE NO: CUP87 -28 PAUL STEINER
Hearing to consider an application by Paul Steiner for a
Conditional Use Permit to construct a mini storage facility
at 708 12th Avenue South, continued from the December 29,
1987 meeting.
HEARING:
Mr. Steiner and Mr. Hustad reviewed the building plans with
the Commission. They showed an example of the exterior
building surface which received favorable comment.
Comment was also made regarding sprinkling of the building.
Mr. Steiner presented a letter to the Commission which will
also be given to the Council.
It was the consensus of the Commission that the storage
buildings should not being sprinkled.
Mr. Steiner stated that a market survey had been done and he
felt that this use would be successful because there is no
other storage facility in the area.
Mr. McGlennen moved and Mr. Denny seconded a motion
recommending to the Council approval of the Conditional Use
Permit with the Findings of Fact: 1. That the proposed mini -
storage development meets the requirements_ for a Conditional
Use Permit; 2. That the proposed mini - storage development
meets the requirements for an I -1 district;_ and with the
Conditions: 1. That . the subject site is rezoned from B -3 to
I -1; 2. That the requirements of the Fire Marshal are met; 3.
That the two parcels are to be combined; 4. That the Metro
Council approve the change in the Comprehensive Plan. Motion
carried unanimously.
COMPREHENSIVE PLAN (198 -205)
Hearing to amend the Comprehensive Plan from R -2,3
Residential to I -1 Industrial, the property located at 708
12th Avenue South to bring the zoning and Comprehensive Plan
into conformance, continued from the December 29, 1987
meeting.
By amending the Comprehensive Plan it would bring the
designation into conformance with the request for zoning
change by Mr. Steiner.
There was no discussion on this item.
Mr. Denny moved and Mrs. Ebel seconded a motion recommending
to the Council approval of the amendment to the Comprehensive
Plan. Motion carried. Mr. McGlennen voting nay.

CASE NO: CUP87 -29 GREENFIELD APARTMENTS (206 -226)
Hearing to consider an application by the Stuart Corporation
for a Conditional Use Permit to place a sign with a larger
area and a lesser setback then allowed by ordinance at the
Greenfield Apartments, 920 Feltl Court , continued from the
December 29, 1987.
Mr. Steinbaugh reviewed the request with the Commission and
stated that the proposed sign would be 29 square feet with a
zero setback and cost about $4000. The sign will identify
the new apartments.
Mr. McGlennen moved and Mrs. Ebel seconded a motion
recommending to the Council approval of the Conditional Use
Permit with the Findings of Fact: 1. That the proposed sign
is needed to identify the site; 2. That the proposed sign is
in proportion to the site; 3. That the proposed sign presents
no traffic visibility problems. Motion carried unanimously.
CASE NO: ZN88 -1 STOBBE DEVELOPMENT (230 -350)
Hearing to consider an application by Stobbe Development
Company to rezone the property located at the southeast
corner of State Highway #7 and County Road #18 from R -2
Residential to R -4 Residential to allow construction of a 63
unit apartment building.
CASE NO: CUP88 -1 STOBBE DEVELOPMENT
Hearing to consider an application_ by Stobbe Development
Company for a Conditional Use Permit to allow construction of
a 63 unit apartment building to be located at the southeast
corner of State Highway #7 and County Road #18.
Mr. Stobbe, developer, and Mr. Wells, architect, reviewed the
proposed plans with the Commission. The exterior of the
building will have white siding and black shutters. The road
within the complex has been moved to the north to satisfy the
concerns of the adjoining property owners. Mr. Stobbe stated
that they have not yet received their Environmental
Assessment Worksheet.
The Commission commented favorably on the project but
continued the hearings on both the rezoning and the
Conditional Use Permit until they receive the Environmental
Assessment Worksheet.

Proposed changes to the Zoning and Planning Commission By
Laws.
Mr. Denny moved and Mrs. Ebel seconded a motion to approve
the proposed changes to the By -Laws. Motion carried
unanimously.

Proposed language for side yards in Industrial districts.
The Commission continued this item to the next meeting due to
the absence of three members.
Mr. Denny moved and Mr. McGlennen seconded a motion that the
meeting be adjourned. Motion carried unanimously.
