Bellgrove Zoning Dist.• • PLANNING COMMISSION REPORT Planning Commission Report BELLGROVE ZONING DIST;ICT January 13, 1987 PURPOSE: To review and recommend action on a change in zoning districts. BACKGROUND: Last spring a moratorium was placed on the Bellgrove area to prohibit subdivisions. This moratorium was placed on the area in response to a petition by the Bellgrove residents. The moratorium gave the City staff time to study the impact of changing the lot size and to make recommendations on the request of the Bellgrove residents. Since that time an amendment to the ordinance was passed which allows improvements to homes with less than minimum lot sizes provided that the improvements meets the ordinance requirements. Before this amendment was passed, a home on a less than minimum lot size was considered non - conforming. Minimum Lot Area Required R -1 -A 6,000 R -1 -B 8,000 R -1 -C 12,000 R -1 -D 20,000 ANALYSIS: The following is a summary of the lot characteristics for the current R -1 -D Districts. Drillane: Almost all lots are under 20,000 square feet, only four are over 20,000. Hobby Acres: Currently approximately one -half of Hobby Acres is zoned R -1 -C. Most lots range from 15,000 to 19,000 square feet. Knollwood: Currently this area has approximately 12 lots under 20,000 square feet. That rezoning then would leave Knollwood and Bellgrove the remaining R -1 -D Districts. There are then three courses of action that could take place. The first is to leave the minimum lot size at 20,000 square feet. The second would be to increase the minimum lot size and the third would be to create a new district. Our recommendation in November was to create a new district, however after a great deal of consideration, staff decided it would be more practical to enlarge the minimum lot size in the R -1 -D District than create a new district. It was felt by the staff that since the City already has nine residential districts, creating a new one might set a precedent for other areas to seek different zoning. The only way to prohibit all the subdivisions in the remaining R -1 -D Districts would be to increase the lot size to over 50,000 square feet. However, with a lot fr dhcch, 1 y0, 000 • • • • • • size of 30,000 to 35,000 square feet a majority of the Knollwood area would still be conforming and the subdivisions would be limited in the Bellgrove area. ALTERNATIVES: 1. Keep the minimum lot size for R -1 -D Districts at 20,000 square feet. 2. Increase the minimum lot size for the R -1 -D Districts. 3. Increase the minimum lot size for the R -1 -D District and rezone Hobby Acres and Drillane to R -1 -C. 4. Create a new residential district for Bellgrove. RECOMMENDATIONS: I recommend changing Hobby Acres and Drillane to R -1 -C and increasing the minimum lot size of the R -1 -D District to 30,000 square feet. Respectfully submitted, Nancy .
