CONDITIONAL USE PERMIT - SIGN

PLANNING COMMISSION
REPORT NO: CUP87 -15 MAY 14, 1987
PURPOSE: To review and recommend action on a
Conditional use Permit to construct a 60 square foot
sign.
BACKGROUND:
Name of Applicant: Hopkins School District
#270
Address of Property: 1001 Highway No. 7
Present Zoning: R -1 -D
Reason for request: To provide announcements
for district /community news and events.
Nature of Request: Ordinance allows a 60
square foot sign for a school.
The applicant is proposing to erect a 60 square foot
(6x10) free standing sign on'the present site of the
Hopkins Eisenhower Community center. The proposed sign
will have permanent 8 inch letters identifying the
School District with 5 lines of 9 inch changeable copy.
The sign will be backlite and the address of the
property will be on the pole.
In the spring of 1985 the School District applied for a
sign variance to exceed the square footage. At that
time a 12 square foot sign was allowed. The proposed
sign was 160 square feet per side. This variance was
denied. Since that time the Zoning Ordinance was
changed to allow a 60 square foot sign with a

"Signs may be permitted by Conditional Use
Permit for public parks and playgrounds,
churches, synagogues, public libraries,
public museums, public art galleries, public
and parochial schools, municipal buildings,

golf courses, country clubs, community
centers, colleges, universities and private
schools, hospitals, and sanitariums, based on
the following design criteria and other
conditions the City Council may require:
(a)Size: The size shall be proportional to
the size of the facility, need for
signage, frontage on street(s), location,
visibility, and development in the area.
The maximum size should not exceed 60
square feet per sign surface with a
maximum area of 120 square feet per single
sign.
(b) Height: No free standing sign shall
exceed fifteen feet in height.
(c) Lighting:
(1) lighting shall be indirect or it
shall be backlighting
(2) neon lighting, flashing lighting,
and /or rotating lighting
(d) Design: Signs attached to the building
shall be integrated with the building
design and architecture in terms of
materials, colors, lighting and placement;
signs not attached to the buildings shall
be architecturally treated and coordinated
with the principal building by use of
compatible materials and design.
(e) Location: No free standing signs shall be
located less than 25 feet from any street
right -of -way line.
(f) Sign Purpose: The principal purpose of
the sign permitted under this section
shall be to .identify the public or
institutional use made of the property.
The Community Center is surrounded by a multi- family
area to the west, Highway No. 7 to the south, a church
to the east and a golf course to the north.
The Director of Engineering has reviewed the placement
of the sign and found it acceptable as to visibility of
traffic.
The proposed sign will have a 25 foot setback from the
frontage road. The sign will be located in the grass
area in front of the Community Center.

ANALYSIS: The Community Center has a sign identifying
it on the building, but if there is an event at the
Center, portable signs are used. This sign will
eliminate the use of portable signs.
The proposed sign meets the requirements as outlined in
the ordinance for a Conditional Use Permit. The 5
lines of changeable copy will provide the Community
Center a place to advertise the many different events
that are provided by the Center.
The size of the proposed sign is proportional to the
size of the site on which it will be placed. The
business uses surrounding Highway 7 are allowed an 80
square feet size. However, of the business uses, many
have larger signs because the old ordinance allowed
larger signs than 80 square feet. The proposed sign at
the Community Center will compare with the surrounding
signs.
ALTERNATIVES:
1. Approve the Conditional Use Permit
2. Deny the Conditional Use Permit
RECOMMENDATION: I recommend Alternative #1. The
following are suggested Findings of Fact should the
Commission recommend approval:
1. The sign meets the conditions as outlined in
the ordinance.
Condition:
1. That no portable signs are used on the
Community Center site.
