Memo2• MEMORANDUM DATE: July 20, 1987 TO: Zoning and Planning Commission FROM: Nancy S. Anderson & Jim Kerrigan /0{4 SUBJECT: Traffic from Super Valu site At the last Zoning and Planning meeting the Commission delayed action on the Super Valu truck maintenance facility in order to allow the applicant and staff time to investigate the potential impact of increased truck traffic thru the Park Valley neighborhood. It appears there is a problem presently with trucks using Fifth Street South and Second Avenue South to get to the Highway 18 interchange in this area. It should first be noted that most of the trucks now using . this route are independents. Super Valu management has directed their drivers to use other routes. Secondly, the truck maintenance facility as proposed will basically only generate traffic between the main warehouse site and this facility. Therefore no additional traffic would be routed thru the Park Valley area as a result of this facility. In order to address concerns of Park Valley, Super Valu has prepared a plan to internally route this traffic between the two sites. The dark arrows on the plan (see attached) indicate the route the trucks will take when possible. The trucks will enter from the northern part of the site by the Country Club warehouse and proceed along the westerly site line. The trucks will leave the site along the easterly site line by the loading dock area of the perishable building. The applicant is predicting that the trucks will only be able to use this exit 50% of the time during the day because of the congestion in the loading dock area. At night all Super Valu trucks should be able to use the internal route. The other alternative is to go out to Fifth Street to 6th Avenue. Super Valu has indicated on the vicinity map which is enclosed, the route the trucks will take going to the Jefferson site and Highway 18. The trucks will only use Fifth Street South to 6th Avenue. At this time the staff feels that the applicant be allowed to implement the plan as presented. If at some future date there is an intensification of truck traffic south thru Park Valley, other alternatives will have to be analyzed.
