Use Permit-Mizpah ChurchPLANNING COMMISSION REPORT NO: CUP85 -51 Planning Commission Report - CONDITIONAL USE PERMIT - MIZPAH CHURCH AUGUST 11, 1987 PURPOSE: To review and recommend action on an application for Conditional Use Permit. BACKGROUND: Name of Applicant: Mizpah United Church of Christ Address of Property: 412 5th Avenue North Present Zoning: R -4 Nature of Request:. Ordinance requires a Conditional Use Permit for construction over $75,000. Reason for Request: Construction of narthex addition is over $75,000. The applicant is proposing to construct a 1795 square foot narthex addition located on the north side of the existing building. This item was tabled on October 29, 1985 at the request of the applicant. In 1985 the applicant was also proposing an entrance on the north, but the applicant will not be doing this entrance in this request. 525.13 states a Conditional Use Permit is required for new construction or for the enlargement, remodeling or repair of the exterior of any existing building including structures accessory thereto, at a cost of at least $75,000. ANALYSIS: This addition will provide for better internal circulation. An elevator shaft will be added for a future elevator, a foyer area, and a coat room. This addition will also provide a canopy drop -off area. A small courtyard will also be created. No setbacks will be affected with this addition. The building coverage is 23 %. The maximum building coverage is 30% in an R - District. No. CUP85 -51 CUP85 -51 Page 2 The height of the addition will be approximately 25 feet. The new addition will match the height of the existing building. The church is surrounded by homes on the south and east side, an apartment building on the north and a parking lot on the west. The exterior will match the existing stone veneer and redwood. There will be landscaping around the new addition. The applicant is required to add one tree. No additional parking will be required because the seating capacity will not be changed. No parking will be removed. A new curb line will be created to the west of the addition, and a new sidewalk will be added. The Fire Marshal and Director of Engineering have reviewed the plans and at this time have found them acceptable. Staff has reviewed the application and finds it acceptable. ALTERNATIVES: 1. Approve the Conditional Use Permit 2. Continue for further information 3. Deny the Conditional Use Permit RECOMMENDATION: I recommend approval of the Conditional Use Permit with the following Findings of Fact: 1. That a church is a permitted use in an R -4 District. /2.
