Amend Comp. Plan B-2, 3 to IndustrialAMEND COMPREHENSIVE PLAN R -2,3 to, Industrial PLANNING COMMISSION REPORT: NOVEMBER 17, 1 9 8 7 PROPOSED ACTION: Staff recommends' adoption of the following motion: To change the Comprehensive Plan at. 708 12th Avenue South from R -2,3 Residential to 'I Industrial. Adoption of this motion will bring the proposed zoning and the Comprehensive Plan into conformance. OVERVIEW: Currently the Comprehensive Plan designates the . area proposed for the mini- storage as R -2,3 Residential. The property is currently zoned B -3 and is proposed to be changed to, I-1. PRIMARY ISSUES TO CONSIDER: o Is an Industrial designation for the subject property compatible with the surrounding area? • ANALYSIS: A change in the zoning of a parcel provides an opportunity to bring the Comprehensive Plan and zoning into conformance. Currently the site that is proposed for the mini- storage is designated as R -2,3 in the Comprehensive Plan. The Comprehensive Plan has designated the surrounding parcels as follows: - North - Industrial - South - R -2,3 - East Business West Private School The land to the west and south are not designated for the same use in both the Comprehensive Plan and Zoning Ordinance. There seems to be a question as to how the parcel to the west ever became designated for a private school. Such a use might have been considered in conjunction with the Westbrooke property. The land to the south will also remain vacant because it was used in calculating the density of the Westbrooke Patio Homes. This parcel is zoned B -3 It would make a logical transition to continue the industrial district to the north, into this area. The parcel is surrounded on two sides by business and industrial land. The vacant land to the south will be a buffer for the patio homes. The staff foresees no problems in changing the Comprehensive Plan to industrial. ALTERNATIVES: 1.. Change the Comprehensive Plan to Industrial. This will make the zoning and Comprehensive Plan the same. 2. Leave the Comprehensive Plan as is -. This will continue the conflict between the Comprehensive Plan and Zoning Ordinance. 3. Change the Comprehensive Plan to something other than industrial. If the Commission does not feel that this site is appropriate for industrial or residential, then a different designation should be used. RECOMMENDATION: I recommend changing the Comprehensive Plan from B -3 to I -1. The following are suggested Findings of Fact and Conditions should the Commission recommend approval: • 1. That an industrial use is compatible with the uses. . That the Zoning Ordinance and Comprehensive Plan will be in conformance. Conditions: 1 . That the Metropolitan Council approves the change.
