apartment building. The applicant is requesting a rezoning because R-

Detailed Background
The proposed 60 unit apartment will be located just north of Amhurst
North off of Cambridge.
The proposed apartment building will consist of one building angled at
160 degrees. The building will be 3 stories and consist of one and
two bedroom units.
There will be common areas in the middle of the building. These areas
are proposed of the following:
- Community Room
- Party Room
- Fitness Center
There will be both surface and underground parking. The parking
exceeds the requirement of two spaces per unit.
The following is a list of ordinance and proposed requirements:
R -4 Proposed

The site is surrounded by Highway #7 and the abandoned railroad to the
north, Highway 18 to the west, Ramsgate to the east and Auburn North
to the south. The most affected area will be Auburn North. The site
currently is higher than the townhomes and with a 3 story building
will be considerably higher. The building will be buffered by
evergreens and is set back from the Auburn lot line.
The applicant is proposing a white siding with black shutters.
The Director of Engineering has reviewed the plans.
The Fire Marshal has reviewed the preliminary plans and found them
acceptable.
The plan shows a row of evergreens between Auburn North and the
applicant's site. The plan also shows retention of trees on the south
end of the site by the tennis courts. The proposed plan meets the
landscape requirements.

The applicant is proposing tennis courts on the south side of the
property. At some future date the applicant may construct a swimming
pool on the north side of the site.
Analysis
The building the applicant is proposing meets the requirements for an
R -4 district. The applicant will need to rezone the site to R -4. The
Comprehensive Plan has designated this site as R3,4. An R -4
designation would be an obvious continuation of the R -4 district to
the east. The existing zoning is R -2 which allows townhomes.
Townhomes would probably not be practical because of the topography of
the site, high along the highway and low to the south.
The staff is concerned with noise along State Highway 7. We plan- to
monitor the noise level during the next week to see if there will be a
problem.
This is a Concept Review, so there is no action required from the
Commission. The applicant is planning to apply for a Conditional Use
Permit and rezoning next month.
