07-28-1987A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, July 28, 1987, at 7:30 p.m., in the Council Chambers of the City Hall. Present were Chairman Anderson, members Anderson, Brandon, Denny, Ebel and McGlennen. Also present were Community Development Director Mielke, Planning and Economic Development Director Kerrigan, and Community Development Analyst Anderson. ITEM: Mr. Denny moved and Mr. McGlennen seconded a motion that the minutes of the June 30, 1987 meeting be approved and signed. Motion carried. CASE NO: CUP87 -12 (11 -15) Hearing to consider an application by Mark Eklo for a Conditional Use Permit to construct an eight unit townhome at the rear of properties east of Van Buren Avenue North and south of Oak Park Lane, continued from the June 30, 1987 meeting. Staff informed the Commission that they had had no contact with the applicant since the last meeting. Messages had been left for him several times. It was suggested that the case be tabled until further notice from the applicant. Mrs. Brandon moved and Mrs. Ebel seconded a motion that Case No: CUP87 -12 be tabled until further notice from the applicant. Motion carried unanimously. CASE NO: CUP87 -19 (16 -120) Hearing to consider an application by Super Valu Stores Inca for a Conditional Use Permit to construct a truck maintenance, tractor storage, truck washing building and fuel station at 715 Fifth Street South, continued from the June 30, 1987 meeting. Mr. David Linner and Mr. Rod Gudin of Super Valu appeared before the Commission and explained the . proposed project. Mr. Linner stated that most of the time Super Valu trucks will be able to use an internal route through the site and avoid the abutting residential area. Their drivers will be told to use this route. Super Valu has little control over the independent drivers who may use the abutting residential area but they will make an effort to inform these drivers of the proposed route. If there is a problem in the future other alternatives will be researched. Mr. Denny stated his appreciation with Super Valu in working to resolve the neighborhood concerns. There was no one present at the meeting with objections to the proposed development. Mr. McGlennen moved and Mrs. Brandon seconded a motion recommending to the Council approval of Conditional Use Permit CUP87 -19 to construct truck maintenance facilities at 715 Fifth Street South with the Findings of Fact: 1. That the proposed building meets the requirements for the I -1 Zoning & Planning minutes July 28, 1987 2 District; 2. That the proposed construction meets the requirements for a Conditional Use Permit; and with the Conditions: 1. That the exterior material of the proposed building is concrete panels; 2. That the Fire Marshal approves the plans; 3. That Super Valu follow the proposed traffic routing as presented as best they can. Motion carried unanimously. CASE NO: CUP87 -20 (121 -200) Hearing to consider an application by Zion Lutheran Church, 241 Fifth Avenue North, to construct an addition to the existing building. Mr. Brian McCarty of RCM and Mr. Orlin Narr of Zion Church appeared before the Commission and reviewed the project. Mr. McCarty stated that the church would only be doing the classroom addition at this time which will consist of nine classrooms on two floors and some alteration of the entry. There was discussion regarding the sign on the corner of their site. This sign never received a permit and because of its size is required to have a Conditional Use Permit. It was decided to include the sign in the applicants Conditional Use Permit under consideration at this time. There was no one present with objections to the proposal. Mrs. Brandon moved and Mrs. Ebel seconded a motion recommending to the Council approval of Conditional Use Permit CUP87 -20 for an addition at Zion Lutheran Church with the following Findings of Fact: 1. That the addition meets the requirements for an R -1 -C District. 2. That a church is a permitted use in an R -1 -C District; and with the Conditions: 1. That additional landscaping is added. 2. Application is amended to include the sign at the corner of the site. Motion carried unanimously. ITEM: (201 -214) Discussion regarding changing the meeting night for Zoning and Planning Commission to the last Monday of the month. It was the feeling of the Commission that they would rather leave the regular meeting night on Tuesday and deal with possible changes when and if they should occur. ITEM: (215 -330) Review of proposed changers in the Zoning Ordinance. The Commission discussed the proposed changes with staff and felt they were ready to forward to Council for their review. Mr. Denny moved and Mrs. Brandon seconded a motion recommending to Council approval of the proposed changes to the Zoning Ordinance. Motion carried unanimously.
