Concept Review-Phase I-South CBD• PLANNING COMMISSION REPORT NO. CR86 -2 CONCEPT REVIEW, PHASE I - SOUTH CBD REDEVELOPMENT PROJECT PURPOSE: Concept review, Phase I, South CBD Redevelopment Project (former Minneapolis Moline Property. BACKGROUND: The City staff has been working for a number of months with a developer, Richard Anderson, concerning a redevelopment project for the former Minneapolis Moline property south of County Road 3. On January 21, the HZA a .:„'oved entering into a redevelopment agree- ment with Mr. Anderson providing certain issues were adequately re- solved. To date the agreement has not been executed, but it is an- ticipated such action could possibly occur in the near future. The project as detailed calls for three phases of development as detailed on Schedule F attached. The City would use tax incre- ment dollars to acquire the site and reimburse the developer for demolition costs. Acquisition would be completed by April 1, 1986. Plans are to be presented to the Zoning and Planning Commission based upon the attached Schedule F -1. The development as proposed in the agreement is as follows: CITY OF HOPKINS February 13, 1986 PHASE TYPE OF CONSTRUCTION I 200,000 sq.ft. Office /Warehouse (Minimum of 100,000 sq. ft. office) II 228 units multiple family residential III Office 36 units multi- family residential The plan as submitted presently for concept review is for Phase I only. The applicant is proposing to construct a 105,000 sq. ft. and 20,000 sq. ft. warehouse structure and a 5 story 75,000 sq. ft. office complex. The frontage as detailed would be to the south. Access to the site would be from llth Avenue South and County Road 3. No details were provided on exterior materials, landscaping, parking and drainage. The subject site is zoned I -1 Industrial which allows office and warehouse uses. ANALYSIS: The plan as presented is substantially different from what is detailed in the concept plan contained with the development agreement. The following are areas of concern: - the development agreement requires a minimum of 50% of the total site to be office. Only 75,000 sq. ft. of office is shown on the plan with 125,000 sq. ft. of warehouse. - the overall design of the building has been scaled back. Origin- • S REPORT NO. CR86 -2 Page 2 ally the structure offered architecturally unique characteristics and was designed to utilize the site in an optimum manner. The building as presented is basically square, box shaped, pre -fab concrete construction. - the building orientation on the plan presented is to the south. The original building plan was facing to the north towards County Road 3. It is the staff consensus that the original concept was much more acceptable to the City and what was expected to be submitted to com- ply with the draft development agreement. Development of the subject site, because of its location and size, can have a major impac_.on the future direction of the downtown. The plan as presented does provide an'brchitectural statement" for what is one of the main entrance ways to the City nor will it necessarily provide the mix of uses that will be beneficial to the downtown. ALTERNATIVES: This is only a concept review so the only necessary action is to recommend changes the Commission feels is necessary. RECOMMENDATION: The plan as presented is not acceptable. CITY OF HOPKINS Hennepin County, Minnesota ORDINANCE NO. 86- AN ORDINANCE AMENDING HOPKINS ZONING ORDINANCE NO. 427 PERTAINING TO SIGNS BE IT ORDAINED, by the City Council of the City of Hopkins as follows: That the Hopkins Zoning Ordinance No. 427.42(4) be and the same is hereby amended by adding the following provisions: 427.42(4) (f) all advertising signs as defined in Section 427.04(94). (g) any advertising sign in existence in the City of Hopkins on the effective date of.this ordinance, — _ __ — which violate the provisions hereof and which do not conform to said provisions shall be removed within ten (10) years. That Section 427 of the Hopkins Zoning Ordinance pertaining to signs, advertising lights and devices is hereby amended by deleting the following provisions: 427.42(18) SIGNS IN NON - RESIDENTIAL DISTRICT (18) DISTRICT /USE: I -1 and I -2; PERMITTED TYPE OF SIGN: Advertising signs shall conform to all yard require- ments; ILLUMINATED Yes; MAXIMUM AREA OF SINGLE SIGN: 250 square feet; TOTAL AREA OF ALL SIGNS: Any portion of aggregate authorized square footage in 6 above of this subdivision. When subdivision is principal use 8 square feet per front foot of lot abutting a public right -of -way of 50 feet or more in width. 427.42(21 BILLBOARDS: (a) billboards are prohibited within 500 feet of all public parks, rest areas, or residential structures, measured laterally along the road way and 200 feet in any other direction. If a residential structure is constructed on residential property within these distances, the billboard shall be removed within three years from said construction. (b) billboards shall not be erected closer than 1000 feet to another billboard on the same side of the same street; within 100 feet of a building, other than a residential structure or within 100 feet of an on premises sign. If such a building is constructed within 100 feet of an existing billboard, such bill- board shall be removed within three years from said construction. (c) billboards may not be located closer than 250 feet from a residential district. (d) billboards shall be removed within 60 days after dis- continuation of use of the billboard for advertising purposes or termination of the business so advertised. First read at a regular meeting of the City Council of the City of Hopkins held 1986, and finally read, approved, adopted and ordered published at a regular meeting of said Council of said City of 1986.
