Concept Review-Harrison Ave. S.... F if I ; , CITY O F H OPKINS r : • PLANNING COMMISSION REPORT NO. CR86 -3 BACKGROUND: °1J I ' i 1 \i¢1 d rn Nancy SO Anderson, Analyst Community Development CONCEPT REVIEW FOR REZONING Harrison Ave. South RECOMMENDATION: I recommend denial of the concept to rezone. MARCH 14, 1986 PURPOSE: To review and recommend action on a concept review to rezone from R -1 -A to B -3. Name of Applicant: Gary L. Capone Address of Property: Two lots immediately south of 702 East Excelsior Avenue. Present Zoning: R -1 -A Nature of Request: To rezone from R -1 -A to B -3. Reason for Request: To construct a storage building. The Applicant is proposing to construct a 50'x 50'storage building on the two lots adjacent to his business at 702 East Excelsior. The subject property is zoned R -1 -A. In order to construct a storage building the zoning would have to be changed. The lots will meet the minimun require- ment for a B -3 district. Currently the site is an empty lot used for parking and storage by the adjacent business. The applicant has contacted the surrounding neighbors, it appears none have objected. ANALYSIS: Anything done to the site would be an improvement, however, to rezone would intrude into a residential area. If this rezoning would be allowed, a precedent would be set for other businesses along Excelsior Avenue to do the same. Another consideration for the Commission, is what will happen to the cars parked on the lot now? 8 30 (86 26 (84 22 (8 21 (79) 20 (78) (66) 8 ? Phone: 938 -1880 It is my intention to build a storage building or garage on the properties to the south of 702 Excelsior Avenue East, actually fronting Harrison Avenue on lots 31 and 32. It's purpose is to provide adequate storage for products used in our business, and to eliminate unsightly refuse, and frequent vandalizisms and pilferage•of a product unable to be contained within our existing facility. 55343 F r o m &URGE 938 -1880 Attention Subject: 50'i'` p c l ^ v4 - , ifrk-e - $ 1 G2d -snit .72-6_,-,-.7 -----7.,-, c' ' -C:.e -/ ' J - tti 4 A 4 if 30 3y v o a y , wy , Date 'u2.- -7 /q4 / 7 /- r4 ,c x4_1 Ua c y z; z /17w ,0k4Azi, • MARCH 7,1986 TO WHOM IT MAY CONCERN: GARY CAPONE FROM SURGE WATER CONDITIONING LOCATED AT 702 EXCELSIOR AVE E.
