CITY OF HOPKINS April 17, 1986 CONDITIONAL USE PERMIT REQUEST - 20th & MAINSTREET PURPOSE: To review and recommend action on an application for a Conditional Use Permit to construct a building on the northwest corner of 20th Avenue North and Mainstreet. Name of Applicant: Brian Zubert Address of Property: Northwest corner of 20th Avenue & Mainstreet Present Zoning: 8 -3 Nature of Request: Ordinance requires a Conditional Use Permit for construction over $75,000. Reason for Request: To construct an auto retail /repair building The applicant is proposing to construct a building on the northwest corner of 20th Avenue North and Mainstreet. Ordinance 427.26(c) re- quires a Conditional Use Permit for construction over $75,000. The proposed tennant will be Crown Auto, who will be moving from their present location at 5th & Mainstreet. Ordinance Requirements: 8 -3 District Proposed Lot Lot Area - 3000 sq. ft. approx. 20,788 sq. ft. An interior loading access will be utilized in one of the bays. Access to the site will be from 20th Avenue North. The trash container is located on the north side of the building. The applicant has pro- vided 3 trees, however the applicant has stated he will comply with the requirements of the ordinance. The applicant is proposing grass in the front and rear setback areas. Along the alley the applicant is proposing crushed rock since grass may not grow well with the sand and salt in the winter. If the Commission desires grass in this area, the applicant will put grass here. The exterior of the building will be painted concrete block. The Building Inspector has reviewed the proposed building. His memo con- cerning the building is enclosed. The City Engineer has received the plans, however no report has been re- ceived as of the time of this report. Any approval should be contingent upon approval of the City Engineer. The Pines Trailer Court is located to the south, a home to the north, the Auto Doctor to the west and an empty lot to the east. The home to the east is setback quite a distance from the alley. ANALYSIS: The proposed building meets the requirements of the ordinance except for the number of trees. The applicant has stated more trees will be planted. This building will provide a current business in Hopkins a new location to continue their business. RECOMMENDATION: I recommend approval of the Conditional Use Permit. Date: 5 February 1986 License No. 17006 TO: Nancy Anderson FROM: Tom Anderson SUBJECT: Crown Auto DATE: E: April 16, 1986 Memorandum City of Hopkins I have done a cursory review of the preliminary plans you submitted to for Crown Autos new structure. I have the following code comments: a. the structure is large enough to require the plans and specifications that will be provided for a building permit to be signed by a registered architect and engineer. b. all exterior walls less than 20' to a property line must be a one hour rated fire wall and all walls less than 10' would require rated one hour exterior doors or windows. (for purposes of this requirement the centerline of the alley is considered their property line). c. there is a one hour fire rated occupancy seperation required between the service area and retail portions of the structure. All door or window openings must be one hour rated assemblies. d. the bathrooms must meet the handicap code and handicap accessi- bility to the building is required. These comments are not intended to be a complete Building Code Plan Review but mainly general comments based on very preliminary plans and several assumptions on my part about the use of the structure. We will require after reviewing the signed architectural plans and an application for permit a complete plan review. I appreciated the opportunity to comment on these plans.
