CONCEPT REVIEW. FORMER WHITE MOTOR PROPERTY
CITY OF HOPKINS
JULY 15, 1986
Applicant: R. L. Johnson Investment Company.
1. The subject property consists of approximately 28 acres of the former White
Motors property located both north and south of County Road 3. The applicant,
R. L. Johnson Investment Company recently purchased this property. The entire
site is located within a recently established tax increment district. In order
to facilitate development, public financial assistance is being requested.
2. The development is proposed as follows:
a) Site 'A' is 9 acres zoned I -1 Industrial. Construction would consist of
a one story 109,200 square foot building. Access would be off both 5th and
6th Streets South. The use mix as proposed would be approximately 80% office
and 20% warehouse.
b) Site 'B'. consisted of 16.5 acres and is zoned I -2 Industrial. 718,115 square
feet of building would be constructed on this parcel. Four structures are
shown, three one story and one two story. The applicant has emphasized that
this could change depending upon tenant requirements. Again the use would
be 80% office and 20% warehouse. Access would be both from llth Avenue South
and the extension of 8th Avenue via County Road 3.
c) Site 'C' would involve a commercial use. The 1.7 acre site is zoned B -3 Gen-
eral Business. The applicant is presently working with a firm interested in
establishing a "Car Care Center" in Hopkins. This concept would involve a
structure with multi- tenant auto service related uses. A restaurant would
also be provided on -site.
d) No specific plans have been detailed for site 'D'. The property is zoned B -2
Central Business, and the applicant has stated the re -use would probably be
commercial in nature.
3. The development as proposed would be phased over the next few years. Construction
would take place on site 'A' and 'C' this fall.
4. A portion of site 'C' is presently City owned property. In order to facilitate
construction of this parcel the public property would have to be declared surplus
and transferred to the developer.
5. Because of the request for public assistance,. both the HRA and City Council would
have to review the plan and find them acceptable. The staff will be working with
the applicant during the next month to•develop an acceptable redevelopment agree-
ment.
