Skate Boards•
Planning Commission Report
September 18, 1986
TO: Zoning & Planning Commission
FROM: Nancy Anderson /U
SUBJECT: Skate Boards
At the last Council Meeting the issue of skateboard ramps
and skateboard use within the City was referred to the
Commission for discussion. The City Council was concerned
with: 1) the noise created by the ramps; 2) the size that
the ramps are being constructed; and 3) the safety problem
with children skateboarding in the downtown area. At this
meeting the following are some points the Commission might
want to consider:
- Should all recreational equipment be limited in a
residential area
- Should skateboarding along roads be prohibited
- Should skateboard ramps be eliminated in the City or
limit the hours of operation
— Should recreational equipment be limited to the
residents of the home
- Should all recreational equipment require a
Conditional Use Permit or certain types require a
Conditional Use Permit.
- Is this zoning or nuisance? If a nuisance, should
this be referred to the City Attorney?
I think the Commission should look at this as a problem with
recreational equipment as a whole. If the Commission
decides to address only the issue of skateboards and ramps,
it is possible the next month a new fad with recreational
equipment could be created with more problems than
skateboard ramps.
The courses of, action the Commission might want to consider:
1. Have the staff prepare language to limit either
skateboards, skateboard ramps or recreational equipment
in the City.
2. Continue until next meeting
3. Decide if this is a zoning problem. If not,
recommend to the Council it is a nuisance issue and
refer to the City Attorney.
The City Council would like some action as soon as poossible
on the course of action the Commission is to follow.
No.
