05-27-1986A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, May 27, 1986, at 7:30 p.m., in the Council Chambers of the City Hall. Present were Chairman Folk, members Berg, Bourne, Brandon, Kirscht and Shirley. Also present were City Engineer Strojan, Community Development Director Kerrigan and Community Development Analyst Anderson. Item: Mr. Berg moved and Mr. Shirley seconded a motion that the minutes of 2 -6 the April 29, 1986 meeting be approved and signed. Motion 'carried. Case No Hearing on an application by Roberto and Peggy Hammeken of 525 -7th VN86 -2 Avenue South for a variance to allow continued use of a triplex.' 7 -210 Item: ATTEST: James Folk, Chairman Mr. & Mrs. Hammeken reviewed their request with the Commission stating that they were not aware of the code violations and that, the use was non - conforming at the time they purchased the property. The property was listed for sale as a triplex and they purchased the property to help supplement their income. They also stated that the neighbors do not have any problems with the present use. The Commission stated their feelings regarding the issue and also the need for certain code violations to be corrected. Mr. Berg moved and Mrs. Brandon seconded a motion recommending to the Council that the request for variance be continued for one year and the applicant be allowed to continue the use as a triplex for one year with the conditions that a legal window escape route be installed for the basement level apartments within six (6) weeks and that the use be re- duced to single family if the property is sold. Motion carried unani- mously. Case No: Hearing to consider amending the Hopkins Zoning Ordinance No. 427 to ZN86 -3 rezone from R -3 Residential to R -1 -A Residential certain. properties 215 -327 on 17th Avenue North to bring them into conformance with the. Compre- hensive Plan. Property owners within the .area spoke both for and against the rezoning of the area. Some residents favor preserving the one and two family neighborhood, others spoke of the need for more multiple family use specifically for senior citizens in the area. Mr. Kirscht moved and Mrs. Brandon seconded a motion recommending to the Council approval of the rezoning from R -3 Residential to R -1 -A Residential based on the Findings of Fact that the rezoning is con- sistent with the Comprehensive Plan and the rezoning will make the zoning consistent with the area use. Motion carried unanimously. Discussion on Specialty Block. Mr. Kirscht moved and Mrs. Brandon seconded a motion that this item be continued to the June meeting. Motion carried. It was noted that this was the last meeting for retiring City Engineer John Strojan, Mr. Shirley moved and Mrs. Brandon seconded a motion that the meeting be adjourned. Motion carried. MEMBERS:
