Waiver of Platting Reqs.April 17, 1985 Case No: 85 -18 Applicant: J. B. Doughty Jr. Location: 6 East St. Albans Road Request: Waiver of Platting Requirements to divide lot STAFF FINDINGS & COMMENTS: Anderson I. Applicant is proposing to divide a single parcel of land into two separate building sites at 6 East St. Albans Road. The applicant is proposing to build a house on what would be the easterly lot should the division be approved. 2. The subject property is zoned R -1 -D which requires 20,000 sq. ft. of lot area. The easterly most lot of the division would contain approximately 56267.75 square feet with frontage of 280 feet on Atwater Street and a westerly lot approximately 26391 square feet with a frontage of 151.32 feet on St. Albans Road. 3. The applicant is proposing to have access to the easterly parcel from St. Albans . Road which would require an easement from the westerly lot. The surrounding houses are not within close proximity of the proposed home. 4. The applicant has contacted the Minnehaha Watershed District and received approval. 5. A similar division was approved by Zoning and Planning in April '84 at 10600 Minnetonka Boulevard. 6. Spensley LAKE April 19, 1985 Mr. Bayne Doughty 9835 Buckingham Drive Eden Prairie, Minnesota 55344 Re: Flood elevation just downstream of Highway 73 embankment Dear Mr- Doughty: As I related to you and your wife during several recent telephone conversations, the estimated 100 -year flood elevation in the reach of Minnehaha Creek near your proposed building site is 912.2 (MSL). This information is given in the FIA Flood Insurance Study prepared in November, 1980 for the City of Hopkins. A minimum building elevation of at least two feet above this elevation is recommended. While it is difficult to determine the effects of placing the basement bottom to the 912 elevation without more detailed study, appropriate protection measures for the basement walls would probably prevent water from entering through the walls during this type of event. I also indicated to you during our last conversation that the County has plans to replace the culverts under Highway 73. This will have an effect on the levels in this area.
