STAFF FINDINGS & COMMENTS: Anderson
1. The applicant is proposing to expand the existing building at 1007 -1021 East
Excelsior Avenue.
2. The proposed addition is to be 4000 square feet and located on the east side of
the existing building.
3. The proposed addition is to be used for retail space for small businesses which
would occupy one or more small areas of the building.
4. Ordinance 427.45(18) Retail Store or Service Shop - at least one (1) off- street
parking space for each two hundred (200) square feet of floor area. The parking
requirement for the building with the proposed addition is 147 spaces, however,
the applicant has stated minor adjustments can be made to comply with the re-
quirements.
5. This proposed addition is within a shopping center and hence an overall parking
plan should be submitted.
6. The applicant would also like to relocate the existing curb cut to the east. This
relocation is necessary to accomodate the new parking design.
7. Ordinance 427.35 requires a Floor Area Ratio of 1.5. A survey was not provided
to determine this ratio. If the applicant applies for a Conditional Use Permit
at a future date a survey will have to be provided.
8. Without a survey, the effects on the setbacks with the addition cannot be deter-
mined. The applicant will have to comply with setbacks of a B -3 district as re-
quired in ordinance 427.35.

Dear Commission Members;
Please find attached our proposed concept for 4000 S.F. addition to
the existing strip center located at the Northwest corner of Blake Road
and Excelsior Boulevard.
It is our desire to construct an addition which conforms with the existing
space on speculation. This addition would be for perspective small tenants
which would occupy one or more small areas of the building.
You will notice we have redesigned the parking lot layout to accomodate
adequate parking in accordance with the city of Hopkins current requirements.
At this time I would like to point out an error on our parking requirement
calcualtions. They should read as follows:

Re: The Blake Schools
Dear Mr. Rapp:
We have been employed by the Blake Schools to pursue several options for
school bus exit routes in an attempt to alleviate traffic congestion and
ensure student safety.
After discussions with the cities of Edina and Hopkins, Blake hosted a meeting
for concerned neighbors at the Hopkins campus July 10, 1985. We have
determined that the best option for both Blake and the neighborhood would be
to route school bus traffic out the southwest corner of the parking lot, onto
the vacated streetcar right -of -way, exiting onto Second Street South (see
map).
Edina and Hopkins each own a portion of the streetcar rightrof - The
distance from the parking lot to the street is approximately one tenth of a
mile. Currently, it is being used as a bike path.
The Blake Schools respectfully request permission to widen that portion of the
streetcar right - of-way mentioned above to accommodate one -way bus traffic
leaving the Hopkins campus at 8:30 a.m. and 3:30 p.m. Nbnday through Friday.
The Blake Schools would monitor the use of this exit by putting a gate at the
street exit, and locking the gate at all times other than 8:30 a.m. and 3:30
p.m. Further, Blake is willing to improve the path at its own expense,
maintain it throughout the school year and after one year hold another meeting
with the neighbors. If, after one year, the neighbors are opposed to
continuation of Blake's use of this path, Blake will honor their wishes.

The Blake Schools want to solve this traffic and safety problem with a minimum
of disruption to the neighborhood. If the City Councils approve this request,
Blake would like to complete the path - widening before the 1985 school year
begins, September 3, 1985.
We understand that the next Planning Commission meeting is Tuesday, July 30,
followed by a City Council meeting on Tuesday, August 6. We would like to be
on the agenda for those meetings. Please contact me at your earliest
convenience to let me know if this is possible.
