Subject: Signs in Residential District.
At the last Zoning and Planning Commission meeting, a hearing date
was set for the proposed language for signs in residential district. Commis-
sion members asked for a comparison on how the proposed language would have
dealt with the two applications for signs in a residential district that were
brought before the Commission earlier this year. The following are the two
applications in question:
(1) The Hopkins Eisenhower Community Center requested a 8'x20' sign.
This sign would be 100 square feet per side too large.
(2) The Zion Lutheran Sign was 8'x4' and hence the proposed sign
ordinance would have applied.

Subject: Proposed language for signs in residential districts
The following consists of proposed language to require signs in resi-
dential area over 12 square feet to apply for a Conditional Use Permit. Also
is the language to change the maximum projection of overhanging signs from
twenty -four inches to thirty -six inches.
427.42(24) Signs may be permitted by Conditional Use Permit for public parks
and playground, churches, synagogues, public libraries, public
museums, public art galleries, public and parochial schools, muni-
cipal buildings, golf courses, country clubs, community centers,
colleges, universities and private schools, hospitals, and sanitar-
iums,based on the following design criteria and other conditions
the City Council may require.
(a) Size: The size shall be proportional to the size of the facility,
need for signage, frontage on street(s), location, visibility,
and development in the area. The maximum size should not exceed
60 square feet per sign surface with a maximum area of 120 square
feet per single sign.
(b) Height: No free standing sign exceed fifteen feet in height.
(c) Li htin :
1 lighting shall be indirect or it shall be backlighting
(2) neon lighting, flashing lighting, and /or rotating lighting
signs shall be prohibited.
(d) Design: Signs attached to the building shall be integrated with
the building design and architecture in terms of materials, colors,
lighting and placement; signs not attached to the buildings shall
be architecturally treated and coordinated with the principal
building by use of compatible materials and design.
(e) Location: No free standing signs shall be located less than 25
feet from any street right -of -way line.
(f) Sign Purpose: The principal purpose of the sign permitted under
this section shall be to identify the public or institutional
use made of the property.

TOTAL AREA OF ALL SIGNS: change 50 square feet to 25 square feet.
427.42(18) MAXIMUM AREA OF SINGLE SIGN: Revise to: The area of such signs shall
not exceed three square feet and shall extend no more than thirty -six
inches (36 ") from the wall or side of the building to which said sign
is attached and shall be ,eed no lower than ten feet (10') from
the sidewalk.
