STAFF FINDINGS AND COMMENTS: Anderson
1. The applicant is proposing to expand the existing building at 1007 -1021 East
Excelsior Avenue. The subject site is zoned B -3.
2. The proposed addition is to be 4000 square feet and located on the east side
of the existing building.
3. The proposed addition is to be used for retail space for businesses which
would occupy one or more small areas of the building.
4. Ordinance 427.45(18) Retail Store or Service Shop - at least one (1) off-street
parking space for each two hundred (200) square feet of floor area. The park-
ing requirement for the building with the proposed addition is 125 spaces.
5. The shopping center as a whole would require 232 spaces. The proposed plan
shows 278 spaces. However it appears that the spaces are 19 feet long and
8'6" in width. Ordinance 427.43(7) states such spaces shall not be less than
9 feet in width and 20 feet in length; provided, however, that in any parking
area established pursuant to this Ordinance, which provides for contiguous
parking for more than twenty -five (25) vehicles, a portion of such area not
exceeding twenty -five (25) percent thereof may be designated, delineated, marked
and used in dimensions of not less than 8 feet by 16 feet provided such parking
spaces are clearly marked as "COMPACT CARS ". The City Engineer has noted that
one of the aisles is 25 feet in width, which would make it hard for cars to enter/
exit. A redesign of this area should be considered with the correct stall size
and the widening of the 25 foot aisle.
6. An existing sanitary sewer will be moved to the east, to facilitate the proposed
addition. The City Engineer has reviewed the plan and finds it acceptable.
7. The applicant is proposing to move the existing curb cut to the east. This relo-
cation is necessary to accomodate the new parking design. As this is a County
Road, this improvement would be contingent upon their approval.
8. The proposed addition will be approximately 19 feet in-height. The metal canopy
will match the existing building canopy.
9. The proposed plan shows plantings along Excelsior Avenue and a few plantings
within the parking lot. Since this area is already developed complying with the
landscape ordinance would be almost impossible without removing much of the park-
ing spaces. 427.48(10) provides that the Commission may grant a waiver to any
of the landscape requirements where such enforcement restricts compliance with
off - street parking requirements.

10. The Fire Marshal has not seen the plans as of the date of this review. If a
Conditional Use Permit is approved it should be contingent upon approval by
the Fire Marshal.
