Request: Conditional Use Permit for construction over $75,000.
STAFF FINDINGS & COMMENTS: Anderson
1. The applicant is requesting a Conditional Use Permit to construct an addition
to Mizpah United Church of Christ. 427.26(c) requires a Conditional Use Permit
for new construction and additions over $75,000.
2. The subject site is located at 412 5th Avenue North and is zoned R -4.
3. The applicant is proposing two additions, a 190 square foot entrance addition
located on the north side of the building and a 11,310 square foot narthex
addition located on the west side of the building. No additional seating will
be added, the additions will be for better internal circulation.
4. The northerly setback will be 31 feet and the westerly setback will not be affected.
The northerly setback is not in conformance with the ordinance which requires any
house of worship or church structure located in any 'R' District which provides
space for more than 20 persons at worship shall be located not less than 50 feet
from any of its side and rear lot lines.
5. The building coverage is 23 %, this is in conformance with 427.31 which requires
a maximum building coverage of 30% in an R -4 District. The building conforms with
the open space ratio of 1:1.
6. The height of the building will be approximately 25 feet.
7. The Fire Marshal has not reviewed the plans as of the date of this review. Any
approval should be contingent upon approval by the Fire Marshal.
8. The City Engineer has not reviewed the drainage plan as of the date of this review.
Any approval should be contingent upon approval by the City Engineer.
9. The plans show 18 existing trees and a hedge along the north side of the property.
The plan also shows 6 planters in the parking lot, however no planting was specified.
Ordinance 427.48(10) requires 25 trees.
10. The church is surrounded by homes on the south and east side, an apartment building
on the north and a parking lot on the west.
11. The exterior will be made of stone veneer and redwood.
