Use Permit-Construct Car Care Fac.October 18, 1985 Case No: 85 -56 Applicant: Brian Zubert Location: llth Avenue & 7th Street South Request: Conditional Use Permit to construct a car care facility STAFF FINDINGS & COMMENTS: Anderson 1. Applicant is requesting a Conditional Use Permit to construct a car care facility at the corner of llth Avenue South & 7th Street. The subject site is zoned B -3. 2. The facility will consist of a 10 bay car wash and a self service laundry with 15 washers. The car wash is a self service car wash contained within the building. 3. The subject site has 39,074 square feet, the proposed building will have 10,368 square feet. The Floor Area Ratio will be .27. Ordinance 427.35 requires a maxi- mum F.A.R. of 1.5. 4. The landscape plan shows 21 trees. Ordinance 427.48(10) requires 16 trees for this site. The site will be bermed on the north side. The plan shows trees with a dia- meter of 2.0 - this will have to be increased to 2.5. 5. The parking requirement for the laundry area is 8 parking spaces, the proposed plan shows 9. The Zoning Ordinance has no parking requirements for a car wash, however, there is a City Ordinance 418.70 which requires sufficient off - street area to pro- vide parking for three times the number of vehicles which are enclosed in the build- ing. The applicant has 18 parking spaces, the ordinance would require 30. 6. The Fire Marshal has the plans, however, no report was received as of the date of this review. 7. The City Engineer has the plans, however, no report was received as of the date of this review. 8. The entrance /exit will be on llth Avenue South. 9. The exterior of the building will be made of decorative concrete block. 10. The height of the proposed building will be approximately 30 feet. Ordinance 427.35 requires a maximum height of 45 feet in a B -3 District. 11. The trash container will be located within the rear of the building. 12. The proposed building would have a front yard setback of approximately 17 feet, a northerly side yard setback of 47 feet, a southerly side yard setback of 37 feet and a rear yard setback of 47 feet. These setbacks conform with Ordinance 427.35. 13. Westbrooke Apartments are located to the east, a small shopping center to the south, an office building to the north and a home to the west. 14. The lighting proposed on the site will be placed on the bottom of the building and illuminate the site. • - 1)4) t 1)W4S1 NARRATIVE U -DO CAR CARE AND WASH COMPANY MINNETONKA, MINNESOTA The U -Do Car Care and Wash Company engages in the business of self service car washing and detailing. All of this is done w ithin the confines of a controlled environment, which, unlike other self service car washes, is a patrolled and maintained by an on duty attendant. At U -Do Car Washes the customer will find that they do not need to carry a pocket full of change, a bucket, two rags, a chamois, window cleaner and towels to wash their car. Instead they will drive up take out a time slip, the only entrance w ill automatically open and they will select a hay in which to begin cleaning their auto; the customer will pick and choose what He or she will do to their car from the most complete selection of car washing options available. They can use foaming degreaser, tyrefoam wheel cleaner, car presoak, bubble brush, high pressure soap or rinse, hot high pressure lemon wax, and spot free rinse. All of these are for the outside of their car, and for the inside they can switch to vacuum to clean carpets, upholstery and ash trays. They can go to either the office or the indoor vending area and pick up various items to detail their automobiles; We will have window cleaners, chamois, car scent, upholstery shampoos, whitewall shine, "Armour All ", and much more. Again all of this is done indoors year round. Occasionally we at U -Do incorporate automatic car washes into Our projects. Typically it will seldom be more than one automatic by which is then pro- ✓ ided with it's own lane of stacking and it's own exit lane. We use one of two styles, either the all new brushless "Rotorai1" or the more traditional brush type known as the "Slant Brush" These automatics would also be contained in a cortrolled environ- ment and would actually be a part of the main building structure. The automatic bays are serviced by an electronic teller, whereas the self serve hays are serviced by a system similiar to that of a parking ramp. It is this system which accounts for the major difference between our building design and that of the typical self serve washes. The U -Do Car Care concept of taking all of the normally noisy, unsightly, and messy functions associated with self serve washes and moving them indoors under a system of controls which eliminates the possibility of them becoming a problem to our neighboring businesses, has proven to enhance our project acceptability into areas with strict zoning.
