SUBJECT: Conditional Use Permit for a Car Wash at 7th Street & llth Avenue
DATE: November 14, 1985
The following plan was submitted by the applicant to provide the
required parking on the subject site. The building has remained the same
as per the previous plans. The new plan is essentially the same as the
former plan and meets all the requirements of the Zoning Ordinance. The
applicants have provided emergency lanes and an emergency exit in the staking
area.

STAFF FINDINGS & COMMENTS: Anderson
1. Applicant is requesting a Conditional Use Permit to construct a car care facility
at the corner of llth Avenue South & 7th Street. The subject site is zoned B -3.
2. The facility will consist of a 10 bay car wash and a self service laundry with
15 washers. The car wash is a self service car wash contained within the building.
3. The subject site has 39,074 square feet, the proposed building will have 10,368
square feet. The Floor Area Ratio will be .27. Ordinance 427.35 requires a maxi-
mum F.A.R. of 1.5.
4. The landscape plan shows 21 trees. Ordinance 427.48(10) requires 16 trees for this
site. The site will be bermed on the north side. The plan shows trees with a dia-
meter of 2.0 - this will have to be increased to 2.5.
5. The parking requirement for the laundry area is 8 parking spaces, the proposed plan
shows 9 The Zoning Ordinance has no parking requirements for a car wash, however,
there is a City Ordinance 418.70 which requires sufficient off - street area to pro-
vide parking for three times the number of vehicles which are enclosed in the build-
ing. The applicant has 18 parking spaces, the ordinance would require 30.
6. The Fire Marshal has the plans, however, no report was received as of the date of
this review.
7. The City Engineer has the plans, however, no report was received as of the date of
this review.
8. The entrance /exit will be on llth Avenue South.
9. The exterior of the building will be made of decorative concrete block.
10. The height of the proposed building will be approximately 30 feet. Ordinance 427.35
requires a maximum height of 45 feet in a B -3 District.
11. The trash container will be located within the rear of the building.
12. The proposed building would have a front yard setback of approximately 17 feet, a
northerly side yard setback of 47 feet, a southerly side yard setback of 37 feet
and a rear yard setback of 47 feet. These setbacks conform with Ordinance 427.35.
13. Westbrooke Apartments are located to the east, a small shopping center to the south,
an office building to the north and a home to the west.
14. The lighting proposed on the site will be placed on the bottom of the building and
illuminate the site.
