PURPOSE:
SUBDIVISION APPROVAL
Edgemoor Drive & State Highway No. 7
CITY OF HOPKINS
To recommend action on a subdivision approval at the corner of Edgemoor Drive
and Highway No. 7.
BACKGROUND:
The following conditions apply to the subdivision proposed for consideration.
Name of Applicant: Richard Neslund
Address of Property: Edgemoor Drive and Highway No. 7
Present Zoning: R -1 -D
Reason for request: Applicant is proposing to subdivide lot to
allow two homes.
The applicant, Richard Neslund, is proposing to subdivide a single lot into two
lots for the purpose of placing a single family home on each lot. Ordinance
427.31(3) requires a minimum lot area of 20,000 square feet and a lot width of
100 feet. With the subdivision the two lots will conform to the ordinance. Access
to the lots will be on Edgemoor Drive. Sewer and water are available from Edgemoor
Drive.
ANALYSIS:
The applicant has requested a subdivision in order to construct two single family
homes. Both lots will comply with the minimum lot requirements. A single family
dwelling is the only permitted use with the exception of a park in an R -1 -D district.
It should be noted that the subject site has a fire lane easement and several utility
and drainage easements which have to be maintained.
The City Engineer has noted that if the property has not been assessed for water and
sewer mains, that charge will be calculated and must be paid prior to a sewer and
water connection permit.
RECOMMENDATION:
I recommend approval of the subdivision based on the fact that the subdivision will
make two conforming lots.

CITY OF HOPKINS
HENNEPIN COUNTY, MINNESOTA
RESOLUTION MAKING FINDINGS OF FACT AND APPROVING
APPLICATION FOR SUBDIVISION APPROVAL
WHEREAS, an application for Subdivision Approval entitled SUBD -1 has been
made by Richard Neslund for Centurion Company at the northeast corner of Edge -
moor Drive and State Highway No. 7.
WHEREAS, the procedural history of the application is as follows:
1. That an application for Subdivision Approval entitled SUBD -1 was filed
with the City of Hopkins on.November 8, 1985.
2._ That the Hopkins Planning Commission reviewed such application on
December 30, 1985.
3. That the Hopkins Planning Commission, pursuant to published and mailed
notices, held a public hearing on December 30, 1985; all persons present
at the hearing were given an opportunity to be heard.
4. That the written comments and analysis of the City Staff and the Planning
Commission were considered.
NOW THEREFORE BE IT RESOLVED, that the Hopkins City Council makes the following
Findings of Fact in respect to SUBD -1:
1. That the subdivision will form two conforming lots.
2. That single family dwellings may be built on each lot.
3. That the proposed subdivision conforms to all requirements of
the City's zoning and subdivision ordinances.
BE IT FURTHER RESOLVED, that application for Subdivision Approval SUBD -1 is
hereby approved subject to the following conditions:
1. That access to the lots be from Edgemoor Drive.
2. That all easements as shown on the plat be recorded as permanent
easements.
