Attached is a survey of other cities' sign ordinances regarding design guidelines.
Most of the cities that have design guidelines have certain zones in which the
guidelines are applicable.
If you (the Zoning and Planning Commission) wish to have sign permit applications
reviewed, it seems that you could do several things.
1. The Commission could setdasign guidelines and review
all sign applications.
2. The Commission could identify a certain area (or areas)
(the Central Business District, for example), of concern,
set design guidelines, and review only those applications
• for those areas.
3. Utilize City Center Development Corporation's Design Stan-
dards Committee and its design guidelines to review those
applications in CCDC's area and have the Commission review
all other sign applications.
4. The Commission could set design guidelines and have the
sign inspector review all applications.
In 1983, 69 sign permits (for both permanent and temporary signs) were issued by
the City's sign inspector.
The City of Coon Rapids uses a different approach for reviewing sign applications.
It requires all sign applications to go through a rating formula of the Visual im-
pact of the proposed signage. This rating is based on the following variables.
1. The street frontage;
2. Type of illumination;
3. Type of sign - ground, projecting, or wall;
4. Setback of sign;
S. Nubmer of surface colors on.sign; and
6. Number of words, numbers, and symbols to be on sign.
I've also enclosed the previous survey of billboard specifications of other cities'
sign ordinances. The sign inspector is in the process of reviewing the exist-
ing sign ordinance and may have some comments at the time the agenda goes. out.
