STAFF FINDINGS AND COMMENTS: Kerrigan
1. The applicant is proposing an expansion and remodeling of the existing Oak-
ridge Country Club facilities. The plan as presented is significantly dif-
ferent from the plan which received a concept review from the Commission in
1980.
2. The plans call for an addition to the clubhouse on the southeast front and
the north side. The additions will add 3900 ground floor square feet to the
structure. Adequate sideyards in accordance with the Zoning Ordinance shall
be maintained.

427.26(c) of the Zoning Ordinance requires a Conditional Use Permit for the
enlargement, remodeling and repair of the exterior of any existing building
including structures accessory thereto, at a cost of at least $75,000.

A new golf cart storage building is to be constructed. As this building would
be located in the front yard setback a variance is required.

The plans as presented show the addition of one curb cut on Oakridge Road. The
southerly most egress point is proposed to be relocated further south on the
subject lot to align approximately with Wilshire Walk. The main entrance point
to the club house is to be enlarged and divided to facilitate a one way circular
movement into and out of the facility. Conditional Use Permit approval would
require the applicant to solicit the necessary permits from Hennepin County and
the City of Hopkins to modify and add curb cuts.

Other improvements will include pool cabana, pool deck repair and replacement,
pool repair, construction of a fence directly south of the cart storage build -
ing and other miscellaneous alterations.

The landscape plan details a variety of plantings along Oakridge Road, along
the main entrance way. If approved, the planting along County Road 18 adjacent
to the access points should comply with 427.10 of the ordinance which requires
for traffic visibility no plantings in excess of thirty (30) inches above the
abutting curb line shall be permitted within a triangular area defined as
follows: beginning at the intersection of the projected curb lines of two
intersecting streets thence thirty (30) feet along one curb line, thence
diagonally to a point thirty (30) feet from the point of beginning or the other
curb line, thence to the point of beginning.

The City Fire Marshal has reviewed the plans and found them acceptable. If
approved the final construction plans would have to be reviewed and approved
by him.

Request: Variance to construct golf cart storage building at Oakridge Country
Club within the front yard setback area.
STAFF FINDINGS AND COMMENTS: Kerrigan
1. The applicant is proposing to constr -uct a new golf cart storage building. This
building would replace the existing building used for this purpose. This re-
quest is in conjunction with a Conditional Use Permit application.
2. The building would be located basically on the same site as the present struc-
ture. The new building would be larger than the existing structure, but the
frontage along Oakridge Road would be less than present.
3. The setback of the building would be 4'3 ". The applicant is maintaining the
same setback as the present building. 427.33(2) requires that all accessory
or ancillary structures for outdoor recreation areas not.designated and owned
as a part of a single family or two family structure or not owned or oper-
ated by the City of Hopkins have a 50' setback from all property lines.
4. The landscape plan as prepared for the Conditional Use Permit improvement plan
details plantings on the east side of the proposed building to improve visabil-
ity from the street.
5. The applicant has stated the building cannot be constructed any further to the
west as the Fire Marshal is requiring that.a specific distance be maintained
between the clubhouse addition and the proposed building for fire truck access.
The applicant has further stated that the building cannot be moved to the north-
west because of the location of the existing tee to the north. Thus it would
appear that the only alternative to a variance i.s to reduce the size of the
cart storage building or the addition on the northerly side of the clubhouse.
6. 427.04(108) of the Hopkins Zoning Ordinance states that a variance shall only
be granted because of undue hardship due to circumstances peculiar and unique
upon such parcel. The applicant states that because of the topgraphy, the
building would not be able to be constructed to meet City Fire Department and
State Public Service Requirements and comply with setback requirements.
