Request: Conditional Use Permit to construct performing arts building,
library addition and new locker room.
STAFF FINDINGS & COMMENTS: Kerrigan- Anderson
1. The applicant is requesting a Conditional Use Permit to construct additions
to the Blake School. The subject site is located on Blake Road and Excelsior
Avenue. 427.26(c) requires a Conditional Use Permit for new construction and
additions over $75,000.
2. The applicant is proposing three additions to the existing building which con-
sist of a performing arts building, a library addition and a new locker room.
3. The performing arts addition is 7500 square feet and is one story in height.
The library addition consists of 1000 square feet and is one story in height.
The new locker room will be underground and have 5000 square feet of area.
• 4. The exterior surface of the additions will be brick and stone. The architectural
style will be consistent with the existing buildings.
5. A new interior access road is to be constructed to service the existing building
as well as the new addition.
6. The landscape will remain the same except for the trees removed for the new
interior access road. The applicant has stated that upwords of 40 new trees
will be planted. The new trees will consist basically of ash and maple, 2Z"
diameter. No specific new landscaping is detailed as the replacement trees
are to be donated and thus the applicant states specific types are not known
to date. All other plantings on the site, which are fairly extensive are to
remain.
7. The Fire Marshal has reviewed the plans and has no major concerns. The perform-
ing arts center and locker room will both be sprinkled. Any approval of the plan
by the Commission will be contingent upon the applicant meeting all requirements
of the Fire Marshal.
8. The plan submitted shows 145 parking stalls presently available. In accordance
with 427.45(7) elementary and junior high schools require 1 parking space for
each classroom plus one additional space for each 100 student capacity. In the
case of the subject property this would be a 40 space requirement. However,
because of actual usage during certain events,parking demand has been greater
than provided. The applicant has stated they have developed contingency plans
to deal with this.situation.
