Placement of Burlington/Northern RR on MapSeptember 18, 1984 • To: Planning and Zoning Commission From: Jim Kerrigan Subject: Placement of vacated Burlington /Northern Railroad Line on the Official Map. At the September 25, 1984 Planning and Zoning meeting one of the items on the agenda is a discussion concerning the placement on the Citys' Official Map of the abandoned Burlington Northern Railroad line from Second Street North to the northerly City limit. Placement on the Official Map would give the City first option to purchase the property for a public use at the time it becomes available for sale by the railroad. One possible public use would be for construction of a roadway off of Second Street North to service both the presently vacant Red Owl property and the residential neighborhood to the north. Such a road could realistically connect with Madison Circle South and North, Madison Avenue North, and further north to Cambridge. Such a street would have a direct benefit and, thus, for the most part, be assessed back to abutting property owners. Affected property owners have been notified and will be present to discuss their feelings concerning this option. • Another possible public use would be to use all or a portion of this property as a bikeway /pathway. Acquisition and development costs for this under- taking would probably have to be budgeted for in the Citys' General Fund, or some type of grant funds would have to be secured. If the City decided to not take any action on this matter, at the time the property becomes available for sale, any interested party would have an option to purchase it. Realistically it would probably be bought by the adjacent property owners. Recently the City of St. Louis Park took action to place the portion of the vacated railroad right -of -way running thru their city on their Official Map. However, of the 100 foot right -of -way they only placed 34 feet on the map for possible bikeway /pathway. A variety of uses are possible for this property. It could be upgraded as a vehicular roadway off of Second Street North to provide an additional egress point for the residential neighborhood north of Red Owl. Another consideration would be for the improvement of this property as a bikeway /pathway and thus provide a possible connection with such a system being contemplated for St. Louis Park. Placement of the railroad property on the Hopkins Official Map would give the City first option to purchase the property, at the time it becomes available, to undertake one of the above uses, or some other public use.
