A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday,
January 31,1984, at 7 :30 p.m., in the Council Chambers of the City Hall.
Present were Chair Eddy, members Berg, Folk, Janke, Kirscht, Milbert and Tickle.
Also present were City Manager Craig, City Engineer Strojan, Community Development
Director Kerrigan and Assistant Community Development Director Norris.
Item: Mr. Janke moved and Mr. Folk seconded a motion that the minutes of the
November 29, 1983 meeting be approved and signed. Motion carried.
Case No: Hearing on an application by the City of Hopkins for a ten foot variance
84 -01 for the rear yard setback as required by Ordinance 427.35 for the purpose
33 -207 of constructing a parking ramp facility on the east side of the City Hall
property at 1010 First Street South.
Mr. Craig explained the proposed ramp construction and request for the
variance to the.Commission.
Action: Mr. Berg moved and Mrs. Tickle seconded a motion recommending to the Council
approval of the variance due to the topography. Motion carried. Mr. Kirscht
and Ms. Eddy voting nay.'
Case No: Hearing on an application by Oakridge Country Club for a Conditional Use
84 -02 Permit to construct a six foot fence along the perimeter of their property
at 700 Oakridge Road.
Hearing continued to the February 28, 1984 meeting at the request of the
applicant to give them time to meet with the neighbors.
Case No: Hearing on an application by Chapel View Inc. for variances from the Zoning
84 -03 Ordinance pertaining to floor area requirements, rear yard setback and open
208 -.430 space ratio, to construct a congregate care residential building.
Mr. Rogert Jewett of Chapel View Inc. reviewed the concept with the Commission.
Mr. Paul Erickson of Armstrong, Torseth, Skold & Rydeen, architects, explained
the plans to the Commission.

Action: Mr. Berg moved and Mr. Folk seconded a motion recommending to the Council
approval of the variance for floor area. Motion carried unanimously.
Mr. Folk moved and Mr. Kirscht seconded a motion recommending to the Council
approval of the variance for open space ratio. Motion carried. Ms. Eddy
voting nay.
Mr. Berg moved and Mr. Milbert seconded a motion recommending to the Council
approval of the rear yard setback due to the existence of the current rear
yard setback variance for the present building. Motion carried unanimously.
Case No: Hearing on an application by Chapel View Inc. for a Conditional Use Permit
84 -04 to construct a 56 unit congregate care residential building at 615 Minne-
431 -1000 tonka Mills Road.
Mr. Folk moved and Mr. Janke seconded a motion that the hearing be continued
to the February meeting so that a method could be devised to modify the
storm water runoof on the site. Motion defeated.
Mr. Berg moved and Mrs. Tickle seconded a motion recommending to the Council
approval of the Conditional Use Permit subject to Watershed District
approval and subject to condition concerning drainage as recommended by staff
and Engineer. Motion and second withdrawn after discussion.
Mr. Folk moved and'Mr. Janke seconded a motion to continue the hearing to
the February meeting to see a drainage proposal that is acceptable both to
the Watershed District and City Engineer. Motion carried. Mr. Berg voting
nay.

Zoning and Planning Commission minutes of January 31, 1984 continued.
Item: Discussion on sign regulations.
Mr. Kevin Locke reviewed with the Commission what the Downtown Design
Committee is doing and some ideas from other communities that might be
helpful in Hopkins.
Staff is to supply the Commission with more ordinance information from
other communities to study for the next meeting.
Item: Discussion on landscape requirements.
Mr. Kirscht supplied the Commission with some guidelines from other
communities which they are to review for discussion at the February
meeting.
Item: Five Year Capital Budget Workplan.
Questions were asked regarding alleys, 11th Avenue Viaduct, Bike Trails,
.5 Million Gallon Tank and the tree program. The Commission asked
Mr. Craig to check on the status of Milwaukee Street from last years
action.
Mr. Folk moved and Mr. Janke seconded a motion to forward the Workplan
to Council and asked that Milwaukee Street be included in 1985. Motion
carried unanimously.
Mr. Kirscht moved and Mr. Berg seconded a motion that the meeting be
adjourned. Motion carried.
