07-31-19849 A regular meeting of the Hopkins Zoning and Planning Commission was held on Tuesday, July 31, 1984, at 7:30 p.m., in the Council Chambers of the City • Hall. Present were members Berg, Folk, Janke, Milbert and Tickle. Also present were City Manager Craig, City Engineer Strojan, Community Development Director Kerrigan and Community Development Analyst Anderson. In the absence of Ms. Eddy, Mrs. Tickle chaired the meeting. Item: Mr. Berg moved and Mr. Janke seconded a motion that the minutes of 3 -6 the June 26, 1984 meeting be approved and signed. Motion carried. Case No: Hearing on an application by Lombard Properties to consider vacating 84 -21 the south one -half of Fifth Street South between the east line of 7 -86 Second Avenue South and the west line of County Road 18. Judith Bright explained the request to use the vacated portion of the street for additional parking if needed with future expansion. The County has requested that the north one -half of the street be considered at the same time. It was stated that the City would retain easements for utilities if the street were vacated. Action: Mr. Milbert moved and Mr. Folk seconded a motion that the hearing be continued to the August meeting for further information on the orig- inal permit in regard to the vacant lot between Data Sery and Warring- ton which was supposed to be for future expansion. Motion carried unanimously. Case No: Hearing on an application by Mike Briggs for approval of a Conditional 84 -24 Use Permit for a Planned Unit Development to construct a second build - 87 -113 ing for office - warehouse use at 1615 Fifth Street South. • Mike Briggs explained the request to the Commission and the reasons for delay of construction on the original request. He hopes to start construction this fall. West Electric will be the tennant in the new building. There are no changes from the original request. Action: Mr. Berg moved and Mr. Janke seconded a motion recommending to the Council approval of the Conditional Use Permit for a second building for office - warehouse use at 1615 Fifth Street South. Case No: Hearing on an application by Dennis Donat of 45 - 19th Avenue North 84 -25 for a variance to allow construction of a garage with the vehicle 115 -172 entrance 16 feet from the property line instead of 20 feet as required in 427.08 of the Zoning Ordinance. Mr. Donat explained the request to the Commission stating that the lot is small and the need for the garage for storage. Action: Mr. Janke moved and Mr. Milbert seconded a motion recommending to the Council approval of the 4 foot variance to allow construction of the garage 16 feet from the property line due to the narrowness of the lot, the existing curb cut and saving the trees. Motion carried unanimously. Case No: Hearing on an application by Merchants Refrigeration Company for a 84 -26 Conditional Use Permit for construction of a one story 48'x70' addition 174 -233 on the southeast side of the existing building at 325 Blake Road North. Mr. Al Powell, Engineering Superintendent of Merchants reviewed the plans with the Commission. Several residents of the area viewed the plans to see where the addition would be in respect to their homes. • r� 41 Zoning and Planning Commission minutes of July 31, 1984, continued. y Action: Mr. Folk moved and Mr. Janke seconded a motion recommending to the Council approval of the Conditional Use Permit for construction of a one story 48'x70' addition to the existing building, contingent on approval by the Fire Marshal.
