A regular meeting of the Hopkins Zoning & Planning Commission was
held on Tuesday, August 28, 1984, at 7:30 p.m.; in the Council
Chambers of the City Hall.
Present were Chair Eddy, members/ Janke, Kirscht, Milbert, Folk,
and Tickle. Also present were City Manager, Cr ig and Community

Item: Mrs. Tickle moved and Mr. Folk [ seconded the motion that
the minutes of the July 31, 1984 meeting be approved and signed.
The motion carried unanimously.
Case No: Hearing on an application by Lombard Properties to
84 -21 consider vacating the south one -half of Fifth Street
South between the east line of Second Avenue South and
the west line of County Road 18.
Mr. Milbert moved and Mr. Kirscht seconded the motion
to continue this hearing to the September 25, 1984
meeting. The motion carried unanimously.
Case No: Hearing on an application by W. Pitt Rolfe for approval
84 -27 of a Conditional Use Permit for construction of an
office building to be located on the north side of 7th
Street South between Second Avenue South and County
Road 18.
Mr. John Pope reviewed the plans with the Commission.
Mr. Janke voiced a concern about the drainage. The
staff will check the drainage.
Mr. Don Roesner of 618 West Park Valley Drive and Mr.
Craig Hinrichs of 621 East Park Valley Drive voiced a
concern about the height of the building as to its
effect on the view from the homes on East Park Valley
Drive.
Mr. Chuck Gesme of Warrington Associates expressed a
concern over the safety of traffic in the area - that
a three -story building in that area will interfere with
the visability when exiting the buildings in that area.
Mr. Milbert moved and Mr. Kirscht seconded the motion
recommending to the City Council approval of the
Conditional use Permit , but would ask the City
Engineer to review the safety of the ingress and egress
before this item is brought before Council. The motion
carried. Mr. Janke and 19s. Eddy voting Nay.
Item: Discussion of acquisition of CBD properties.
The Commission asked staff to prepare a written and
oral presentation for the next meeting addressing the
questions why were purchases made and what City is
planning to do with the buildings. No formal action was
taken.
Item: Set hearing date for changes to the Zoning Ordinance
regarding signs and landscaping.
Mr. Milbert moved and Mr. Folk seconded the motion to
set a hearing date for October 30, 1984. The motion
carried unanimously.

The Commission discussed plans for a joint meeting between the
Zoning & Planning Commission and the Council for September 25th
at 6:30 p.m.
The Commission requested that the materials for the meeting be
presented to them a week ahead of the meeting, this change to be
accomplished by the first meeting in January.
Mr. Milbert moved and Mr. Janke seconded the motion
that the meeting be adjourned at 9:10 p.m. The motion
carried unanimously.
