CR 10-024 Hennepin Youth Sports Program Pavilion Grant ApplicationCITY OF CA S March 11, 2010 N O P K I N S Council Report: 2010 -024 Hennepin Youth Sports Program Pavilion Grant Application Proposed Action. Staff recommends adoption of the following motion: Move to approve resolution 2010 -013 for the Hennepin Youth Sports Program requesting grant funding for the construction of an equipment storage addition and installation of a rink divider curtain. Background Hennepin County is seeking local governments interested in developing facilities for sports and recreation. Legislation authorizing the building of the new Twins stadium allows Hennepin County to grant up to $2 million dollars to Hennepin County communities to assist with developing sports and recreation facilities. Grants will be made through the Hennepin Youth Sports Program administered by the Minnesota Amateur Sports Commission. The funding being requested is for the construction of an addition to the current Pavilion ice resurfacer garage. An addition would create storage space for ice maintenance equipment that was purchased by Hopkins Youth Hockey Association to aide in the maintenance of the outdoor ice rink located in Central Park just north of the Pavilion. The cost of the addition is estimated at $60,000. Funding is also requested for the purchase and installation of dividing curtain. A curtain dividing the arena would provide the opportunity for Pavilion arena user groups to more effectively share the arena. User groups would have the ability to schedule more participants to use the arena with no increase to the cost. The cost of the curtain divider is estimated at $14,000. Staff is requesting $69,000 in grant funds with additional funding of $5,000 coming from donations made by Hopkins Youth Hockey Association for a total project cost of $74,000. Primary Issue to Consider • Should City Council approve resolution 2010 -013 and approve the construction of the Pavilion storage addition and rink divider purchase and installation? Recommendations • Staff recommends the approval of the resolution supporting the grant application to secure funding of construction of a Pavilion Storage Addition and Rink Divider. Both projects would enhance the facility with minimal impact to the operating budget. Supporting Information • Detailed Background • Resolution 2010 -013 Don Olson, Pavilion Manager Detailed Background Hopkins Youth Hockey Association purchased and used a tractor with a brush attachment and other ice maintenance equipment the fall of 2008. The equipment was used by HYHA volunteers to perform ice maintenance related tasks on the outdoor rink located in Central Park. Due to their efforts and those of the city employees the quality of the ice improved, which dramatically increased the usage of the outdoor rink. The major issue to arise from this partnership is the storage and access to the equipment used by HYHA. Staff was able to approve the temporary use of a storage container used as a garage for the equipment and was staged in the fire stations back parking lot. Due to the need for long term storage and access to the equipment staff would like proceed with the grant application to secure the funding for a storage addition to the Pavilion's existing ice resurfacer room to accommodate the equipment purchased by Hopkins Youth Hockey. HYHA has indicated they are willing to share equipment for Pavilion use and could potentially purchase an additional ice resurfacer. Improving the quality of the ice to the point HYHA could offer more practice time to their teams and the community an improved recreational rink. Staff is also asking for funding to install a divider hung from the ceiling that would automatically roll down or up on demand. The divider would enhance staffs ability to market the facility to two groups at once and also offer our user groups the ability to divide the space to accommodate more teams or players. Staff has received event rental inquiries wanting to use the arena but felt the space was too big and their event would seem too small in the full arena. A divider would allow us to divide the space to a smaller venue. Staff is also considering new programming we would be able to run on each half of the arena. City of Hopkins Hennepin County, Minnesota Resolution No. 2010 -013 Hennepin Youth Sports Program Pavilion Grant Application WHEREAS, Hennepin County, via its Youth Sports Grant Program, provides for capital funds to assist local government units of Hennepin County for the development of sport or recreation facilities, and WHEREAS, the City of Hopkins desires to develop a Pavilion Equipment Storage Addition and Rink Divider project (hereafter PROJECT) for the purpose of expanding services and increased usage of the facility. NOW, THEREFORE BE IT RESOLVED BY THE City Council of the City of Hopkins: I. The estimate of the total cost of developing PROJECT shall be $74,000 and LGU is requesting $69,000 from the Hennepin County Legacy Grant program and will assume responsibility for a match requirement of $5,000. Il. LGU agrees to own, assume one hundred (100) percent of operation costs for PROJECT, and will operate PROJECT for its intended purpose for the functional life of the facility, which is estimated to be 25 years. III. LGU agrees to enter into necessary and required agreements with Hennepin County for the specific purpose of constructing a sport or recreational facility and long -term program direction. IV. That the Pavilion Manager and /or City of Hopkins is authorized and directed to execute said application and serve as official liaison with Hennepin County or its authorized representative.
