NOTICE OF HEARING ON PROPOSED ASSESSMENTS
TO WHOM IT MAY CONCERN:
NOTICE IS HEREBY GIVEN that the City Council of the City of Hopkins
will meet in the Council Chambers of the City Hall at Hopkins, Minnesota,
at 7:30 o'clock P.M., on September 20th, 1983, to pass upon the proposed
special assessments for the improvements of certain streets, avenues, highways,
alleys and thoroughfares, all more particularly described in Exhibit A. hereto
attached and hereby made a part hereof.
The proposed assessments are on file for public inspection in the
office of the City Clerk at said City Hall.
Written or oral objections will be considered and heard at said
hearing.
An owner may appeal an assessment to district court pursuant to
Minnesota Statutes Section 429.081 by serving notice of the appeal upon the
mayor or clerk of the city within 20 days after the adoption of the assessment
and filing such notice with the district court within ten days after service
upon the mayor or clerk
The total cost of each of said improvements are set forth in said
Exhibit A. and unless otherwise stated herein, the City will pay no part of
any of such assessments.

1. Ornamental street lighting on Althea Lane, Herman Terrace and Sweet Briar Lane
between Minnetonka Mills Road and the south line of Hobby Acres, total cost of
the project being $24,546.06 of which $18,409.55 is proposed to be assessed to
Lots 1 thru 8, inclusive, Block 1; Lots 1 thru 9, inclusive, Block 2; both in
Kloss First Addition; Lots 1 thru 9, inclusive, and Lots 13 and 17, Block 1;
Lots 1 thru 25, inclusive, Block 2; Lots 1 thru 18, inclusive, Block 3; all in
Campbell Addition to Hopkins and $6,136.51 to be paid from the General Fund.
2. Installation of flashers and warning signs on Second Street Northeast (Honeywell)
total cost of the project proposed to be assessed being $5,776.76, to the following
described properties: Block 1, 2 and 14, also Lots 1 thru 21, inclusive, Block 3,
including adjacent vacated alleys and vacated streets, vacated streets subject
to road, West Minneapolis Center.
3. Curb, gutter and driveways on Excelsior Avenue from Adams Avenue to Monroe Avenue
North, St. Louis Street from Monroe Avenue North to Jackson Avenue North; North
side of County Road #3 from 5th Avenue South to the railroad, Washington Avenue
South from Milwaukee street to 3rd Street South, total cost of the project to
be assessed being $14,518.54 to the following described properties: Lots 4, 5,
6 and 7, Block 1, Town Terrace; Tract A, Registered Land Survey No. 1465; and
southeasterly 20 feet of Lots 5, 6 and 7, Block 12, West Minneapolis Center,
except road, Tracts A, B, C and D, Registered Land Survey No. 1143, also Lots 8
thru 18, Block 23, West Minneapolis Center, also Lot 1 thru 10 and the north 26
feet of Lot 11, Block 33, West Minneapolis Center, also all of Blocks 25, 26,
30 and 31, West Minneapolis Center, also that part of the Southwest Quarter of
the Southwest Quarter of Section 19, Township 117, Range 21 lying south of West
Minneapolis Center and west of Registered Land Survey No. 1143, also that part of
the Northwest Quarter of the Northwest Quarter of Section 30, Township 117, Range
21 lying west of Registered Land Survey No. 1143, and north of 3rd Street South
including the vacated streets and alleys adjoining the above described tracts
of land, except roads.
4. Sanitary sewer on the easement on the west side of the Hopkins Arches to serve
the Massey Ferguson (Medalist Sport Club) property, the total cost proposed to be
assessed being $28,343.96 to the following properties: Tract M and that part of
Tracts P and L, Registered Land Survey No. 561 lying northeasterly of a line running
from a point on the northwesterly line of said Tract P a distance of 66.79 feet
southwesterly from the most northerly corner of said Tract P to a point on the
southerly line of said Tract L a distance of 770.15 feet east from the most westerly
corner of said Tract L, also that part of Lot 91, Auditors Subdivision No. 239
lying east of a line running from a point on the north line of said Lot 91, a
distance of 31.21 feet west from the most easterly corner of said Lot 91 to a point
on the southeasterly line of said Lot 91 a distance of 29.96 feet southwesterly
from the most easterly corner thereof; also that part of Tracts P and L, Registered
Land Survey No. 561 lying southwesterly of a line running from a point on the
northwesterly line of said Tract P a distance of 66.79 feet southwesterly from
the most northerly corner of said Tract P to a point on the southerly line of
said Tract L a distance of 770.15 feet east from the most westerly corner of

Minneapolis Third Division, total cost being $142.00;
118 -19th Avenue South, North 70 feet of east 168 4/10 feet of that part
of the Southeast Quarter of Southeast Quarter lying west of center line
of 19th Avenue South and south of aline running west at right angles
from said centerline at a point distance 350 3/10 feet north along
same from the north line of C.M.St. P railroad right -of -way, except
road, Section 23, Township 117, Range 22, total cost being $221.22.

6. Tree removal at the following locations:
312 -11th Avenue North, Lot 10 and south 1/2 of Lot 9, Block 97, West
Minneapolis Second Division, total cost being $252.60;
221 -13th Avenue North, Lot 16 and north 25 feet of Lot 15, Block 91,
West Minneapolis Second Division, total cost being $278.60;
27 -14th Avenue North, Lots 1 thru 24, inclusive, also all vacated
alleys lying within Block 72 and the west 1/2 of the adjacent portion
of 13th Avenue vacated, Block 72, West Minneapolis Second Division,
total cost being $295.40;
41 -16th Avenue North, Lot 24, Block 8, Gibbs First Addition to West
Minneapolis, total cost being $182.60;
Berglund and Johnson property located in the Southwest corner of
Hopkins described as the west 1/2 of Southwest Quarter of Southwest
Quarter in Section 25, Township 117, Range 22, total to be assessed
being $1,136.60.
7. Violation of Ordinance No. 80 -473 - False Fire Alarms at the following locations:
1019 Excelsior Avenue West, Lots 13 thru 15, inclusive, Block 69, West
Minneapolis Second Division, total cost being $102.00;
10 Suburban Square, Commencing at the northeast corner of Southwest
Quarter of Southeast Quarter, thence south 300 feet along the east line
thereof, thence West at right angles distance 284 feet, thence north
at right angles to a point distance 200 feet south at right angles
from the south line of Lot 20, Block 2, Ginkels Oakridge Addition,
Is thence east parallel with said lot line to center line of County Road
No. 61, thence southeasterly along said center line to the east line of
the west 1/2 of the Southeast Quarter of Section 23, thence south 33.5
feet to beginning, except road, Section 23, Township 117, Range 22,
total cost being $101.50.
15 -9th AVenue North, Lots 15 thru 17, inclusive and the south 10 feet
of Lot 18, Block 67, West Minneapolis Second Division, total cost being
$549.00.
