SUBJECT: Parking Restriction Amendment Needed
In order to implement a weekend program of closing Washington
Avenue to cruising autos from Excelsior Avenue, in order to
protect Park Ridge residents, a modification of existing parking
restrictions is needed to allow U -turns at the barricades.

Specifically, the area adjacent to Mr. Walser's property on both
sides of Excelsior Avenue (Youngstedt's and the former Waterbed
Gallery) are now posted "no parking 2 a.m. - 5 a.m." It is
recommended that the posting a changed to "no parking 10 p.m. - 5
a.m." to match parking restrictions now in force on the mall.
This will allow additional turning room for eastbound autos
obliged to turn around by the proposed temporary weekend. The
effect on business should be nil, since the onlybusinesses open
at that hour have their own lots.

RE: Himmelman Walkway

Over the past couple of years, the idea of a walkway between 811 and 813
Excelsior Avenue West has been discussed as a way to improve customer
access to stores on Excelsior Avenue from rear parking areas.
Mid -block walkways, whether they are through buildings or between them,
is a component of the 1981 Downtown Plan. The space between 811 and 813
Excelsior Avenue is one of the few opportunities downtown to create a
public mid -block walkway. The property owners and businesses on either
side of the proposed walkway are very supportive of its construction.
Beverly Himmelman has indicated her willingness to provide the actual
space for the walkway.

The Main Street Task Force has discussed the idea and believes it would
be a beneficial improvement to downtown.
Initial design for the walkway has been done and a preliminary cost estimate
and list of tasks needed to construct the walkway has been prepared (see
attached list). Costs would vary depending upon the specific type of
paving technique, lighting, etc., but are estimated to be approximately
$20,000 includinq $2,000 - $4,000 of private property owner costs.
We are seeking the assistance of the City to implement final design and
construction of the walkway together with the "fain Street Task Force.
Steps that need to be taken include:
1. City control of the property must be worked out. The owner has offered
the property for public use but exactly what legal vehicle will be used
to accomplish that task has not been agreed to.
2. A general plan for the walkway has been prepared, but
details need to be worked out by the City Engineering
3. Some design details are yet to be resolved - The Main
proposes to work through the design committee and with
to resolve these issues including:
- paving materials and patterns
- entrance feature or signage
- lighting technique
