Item 84-200 Philosophy for Municipal RecreationDATE: September 17, 1984 TO: Honorable Mayor and City Council THROUGH: William Craig, City Manager FROM: Richard Wilson, Recreation and Parks Director fu,/ SUBJECT: A Philosophy for Municipal Recreation On June 13, 1984, the Joint Recreation Board voted to recommend to the City Councils that they continue to utilize the "Philosophy for Municipal Recreation" as submitted in June 1977, in directing the activities of the Recreation Department. The minutes of that Recreation Board meeting were approved on September 12, 1984. "A PHILOSOPHY FOR MUNICIPAL RECREATION" submitted June 1977 by HOPKINS- MINNETONKA RECREATION BOARD "On June 13, 1984, the Joint Recreation Board voted to recommend to the City Councils that they continue to utilize the 'Philosophy for Municipal Recreation' as submitted in June 1977, in directing the activities of the Recreation Department." 1. The City elected and appointed officials should be responsive to recreational program suggestions, and to the expressed needs and desires of its citizens. 2. The City should provide and maintain its recreational "basic services" through general taxation. Other recreational services may require reasonable fees levied to participants to cause them to be at least partially self- supporting, tempered with a desire to allow the greatest number of participants. 3. The City recreation programs will be of the highest quality possible. 4. The City will provide adequate maintenance of facilities. 5. The recreation programs should be available to the entire community. 6. The City should provide a variety of recreation programs, both active and passive, if not provided by other agencies. 7. The City should provide responsible and efficient administration of its recreation programs and services. 8. This area is designated on the enclosed plot map circled in black. Excelsior Blvd. use to project straight east and with the addition of County Road 18 the boulevard now curves left leaving an area we need for entrance, parking, and landscaping for our facility.
