that the following sums of money be levied for the current year collectible
in 1985 upon the taxable property in said City of Hopkins, for the following
purposes:
Provision has been made for the payment of the City's contributory share
to the Public Employees Retirement Association.
Provision has also been made for the payment of principal and interest
on the following bond issues:
BE IT FURTHER RESOLVED, that the City Clerk is hereby ordered and
directed to transmit a certified copy of this resolution to the County Auditor
of Hennepin County, Minnesota.
Passed and adopted by the Council of the City of Hopkins, Minnesota, at
a regular meeting of the Council held the 2nd day of October, 1984.

RESOLUTION NO. 84- 3167 A
WHEREAS, all full time city employees are members of the Public
Employees Retirement Association (PERA), and
WHEREAS, city property taxes are contributed to PERA as the
employer share of retirement benefits for city employees, and
WHEREAS, some PERA board members, the Association of Minnesota
Counties' trustee on the PERA Board, in conjunction with the League
of Cities appointed trustee and other appointed and elected trustees,
raised significant questions regarding the appointment process used
to hire an interim executive director of PERA,
WHEREAS, the City of Hopkins wants to insure that all Public
Employees Retirement Association Board members meet their fiduciary
responsibilities; now therefore be it
RESOLVED, that the City of Hopkins requests that a five year
compliance audit of the Public Employees Retirement Association be
conducted by the Legislative Auditor; and
BE IT FURTHER RESOLVED, that the City of Hopkins supports the
actions of some Public Employees Retirement Association Board members
to remove the interim executive director and to provide for an open
process to select a Public Employees Retirement Association Executive
Director; and
BE IT FINALLY RESOLVED, that the City of Hopkins requests that
the Minnesota Legislative Commission on Pensions and Retirement review
the election process of Public Employees Retirement Association Board
Members to determine if there is a better way to provide a broader
representation of Public Employees Retirement Association members on
the Public Employees Retirement Association Board.
Passed and adopted by the Council of the City of Hopkins, Minnesota,

WHEREAS, pursuant to proper notice published and given as required by
law, the City Council of the City of Hopkins has met and heard on October 2,
1984, and passed upon all objections to the proposed assessments for the
removing trees and stumps, all as more fully set forth and described in
Exhibit A. attached to Resolution No. 84-3146 adopted the 7th day of August,
1984 and Resolution No. 84 -3160 adopted the 4th day of September, 1984, and
WHEREAS, each of said improvements as set forth in Exhibit A. hereto
attached, were presented and considered by said Council separately at said
meeting and each separately accepted and adopted by unanimous vote of said
Hopkins Council:
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HOPKINS, MINNESOTA,
as follows:
1. Such proposed assessments, a copy of which is attached hereto and
made a part hereof and hereby accepted and shall constitute the special assess-
ments against the lands therein named and each tract of land therein included
is hereby found to be benefitted by the proposed improvement in the amount of
the assessment levied against it.
2. Such assessments shall be payable in equal, annual installments
extending over the periods of years set forth in the Schedule of Assessments,
the first of the installments to be paid with the real estate taxes due and
payable in 1985. Any deferred installments shall bear interest at the rate
as set forth in said Schedule of Assessments from the 1st day of October,
1984. To the first installments shall be added interest on the entire
respective assessment from October 1st, 1984 until December 31st, 1985.
To each subsequent installments, when due shall be added interest for one
year on all unpaid installments.

of each year pay to the City Manager, the entire amount of the assessment
remaining unpaid.
4. The Clerk shall forth with transmit a certified duplicate or duplicates
of these assessments to the Hennepin County Auditor to be extended on the proper
tax lists of the County, and such assessments shall be collected and paid over
in the same manner as other municipal taxes.
